8. BUDGET TRANSFERS
A. Budget Transfers -- Approval of Transfer of Funds - $82,229 from 1600-3000-53830 (Other Contractual Expenses) to 1600-3000-53806 (Software Licenses) $82,229. This transfer is to cover the cost of Accela Permitting software remote permit submittals to minimize in-person contacts. The FY20 Budget approved in May 2019 included $82,000, however since the time that budget was developed Stormwater was able to negotiate a 3- yr deal, based on prepayment for $163,303. This has a higher cost up front but will save the County nearly $85,000 over a 3-year period.

A. 2020-226 Recommendation for the approval of a contract to Baxter & Woodman, Inc., for a Professional Education Agreement, for the period September, 2, 2020 through August 31, 2021 for Stormwater Management, for a contract total amount not to exceed $24,000.00, per RFP#20-076-SW.
B. SM-P-0229-20 Recommendation for the approval of a contract issued to Stanley Consultants, Inc., for Professional Engineering Services, for Stormwater Management. This contract covers the period through November 30, 2021, for a contract total not to exceed $164,000.00. Professional Services (Architects, Engineers and Land Surveyors) vetted through a qualification based selection process in compliance with the Illinois Local Government Professional Services Selection Act, 50 ILCS 510/et. seq.
C. SM-R-0481-20 RESOLUTION -- Action Requested: Consent by the County of DuPage, as the Community Representative for the West Chicago Environmental Response Trust, to directly pay a participating public agency for replacement plantings associated with Reach 8 of the McDowell Grove West Branch Restoration Project
D. SM-R-0482-20 RESOLUTION -- Recommendation for Acceptance of a Temporary Construction Easement -Zouras-$1.00. This Easement is Part of the Kearney Road Dam Outlet Pipe Rehabilitation Project located in the Wards Creek Watershed
E. SM-R-0483-20 RESOLUTION -- Recommendation for Acceptance of a Temporary Construction Easement -Cantu/Letsos-$1.00. This Easement is Part of the Country Club Highlands Drainage Improvement Project located in the Addison Creek Watershed
