The Illinois General Assembly passed Senate Bill 2135 on May 23, 2020, which was signed by the Governor on June 12, 2020. Senate Bill 2135 (now Public Act 101-0640) amends the Open Meetings Act and allows the Village Board to participate electronically in Board meetings when it is not feasible due to a disaster such as COVID-19. In lieu of participating in the electronic meeting, the public may also complete a public comment form which will be read into the record during the meeting. Members of the public are welcome to speak or submit public comment forms on any item not specifically listed on tonight's agenda for up to (3) three minutes. For those items which are on tonight's agenda, the public may speak up to (3) three minutes on those items or may submit public comment forms which will be read into the record during that agenda item.

Motion to approve the following items including Payroll and Vouchers totaling $4,906,168.42. These agenda items have been reviewed by the Management Team & Village Attorney and are consistent with the Village's Purchasing Policy (Trustee Senak)

4. Designate Trustee Thompson as Village President Pro-Tem for the four month period from September through December 2020

5. Approve the Recommendation of Village President Diane McGinley for the Appointment of Environmental Commissioner Todd Birman, for a Term Ending May 31, 2023

6. Approve a Downtown Retail Interior Improvement Award in the amount of $15,000, for Ko-Ze at 484 N. Main Street, to be expensed to the Central Business District TIF Fund (Economic Development Coordinator Hannah)

7. Resolution 20-17, Resolution Authorizing Levy of an Additional Tax for the Purchase of Sites and Buildings, for the Construction and Equipment of Buildings, for the Rental of Buildings Required for Library Purposes, and for the Maintenance, Repairs, and Alteration of the Library Building and Equipment

I. 2020 Bond Issuance (Presented by Finance Director Coyle) (Trustee Fasules)

1. Ordinance No. 6802, An Ordinance Providing for the Issuance of not to exceed $10,000,000 General Obligation Bonds of the Village for the Purpose of Financing Construction of a Parking Garage Facility, Village Facility Improvements, Street and Streetscape Improvements and Metra Station Improvements and Property Acquisition, Authorizing Designated Officers to Sell the Bonds by the Execution of a Bond Order, Providing for the Levy and Collection of a Direct Annual Tax Sufficient for the Payment of the Principal of and Interest on the Bonds and Authorizing the Sale of the Bonds to the Purchaser Thereof

1. Motion to authorize the Village Manager to execute a contract with Landmark Contractors Inc. of Huntly, Illinois in the amount of $82,783 for the CBD Streetscape material mockups, to be expensed to the Capital Projects Fund.

K. Reminders

1. A Special Village Board Workshop is scheduled for Monday, August 31, 2020 at 7:00 PM at the Glen Ellyn Civic Center.

2. A Village Board Meeting is scheduled for Monday, September 14, 2020 at 7:00 PM at the Glen Ellyn Civic Center.

M. Motion to adjourn to Executive Session for discussion concerning pending and/or threatened litigation matters pursuant to 5 ILCS 120/2 (C)(11) and discussion concerning setting the price for sale or lease of public property pursuant to 5 ILCS 120/2 (C)(6) without returning to open session thereafter.
