3. PUBLIC COMMENT
Assistant State's Attorney, Conor McCarthy read into the record the following comments: Shirley Freda of Wheaton voiced her concerns about County Board member Pete DiCianni. Edgar Pal expressed his desire to have the appointees for the Expanded Board of Review chosen from every township.
4. CHAIRMAN'S REMARKS - CHAIR LARSEN
Chairman Larsen spoke of the $43 million dollars allocated to local governments and the fair distribution of those funds. He noted with the tremendous work of staff, and the cooperation from the mayors and managers and the fire districts we are able to bring forward these agreements. We have yet to fully formalize the fire districts agreements. Also the next traunch of money for the small businesses is coming up. While not on this agenda an amendment will be proposed allowing small businesses that have already received paycheck protection program money to qualify for these funds. With a show of hands a majority of the committee showed they would support the amendment.

The length of time some of the members have served on the Board of Review was discussed. The criteria for serving was explained, candidates have to have the time and the skill set to serve. It requires 2 years of real estate experience and passing the Board of Review test. Because the time commitment is significant, many who apply are retired or semi-retired, or own their own company. The committee was encouraged to nominate anyone they knew who is qualified.

E. CARES Act Park Districts
A. Discussion -- CARES Act Park Districts
Sheryl Markay, Chief Policy and Program Manager, explained that a formula was used to determine the allocation for the 37 park districts. This was to ensure an equitable distribution.
10. OLD BUSINESS
Member Krajewski brought up the new guidelines for the CARES Act. He wanted to ensure that the County was reimbursed for every dollar possible. Sheryl Markay stated that Guidehouse, the firm just approved on this agenda, will provide guidance on that issue. The budget survey was discussed. Chairman Larsen announced that there will be a special call for the Finance Committee to participate in a budget workshop on Tuesday, July 28, 2020 at 8:00 a.m. Member Ozog requested this meeting be available virtually as she would be out of town with her family, but she would be happy to attend.
