10:30 AM meeting was called to order by Chair Sam Tornatore at 10:31 AM.

ABSENT:
Chair Tornatore made a motion to allow Members Chaplin, Ozog, and Covert to participate in the meeting remotely by Zoom. Member Hart moved and Member Rutledge seconded the motion.

4. PUBLIC COMMENT
A. Public comment is limited to three minutes per person, at the beginning of the meeting. Any comment on Zoning items must be limited to discussion of testimony and/or evidence presented in the Zoning Board of Appeals. No new testimony or evidence can be presented.
Assistant State's Attorney Anthony Hayman read the one public comment submitted online. Raul Garcia Mendoza of 21W566 Army Trail Road, Addison, asked the Development Committee to vote in favor of his Zoning Petition Z20-013 for a conditional use, to allow two existing sheds to remain closer than the required 10' side yard setback, where they have existed for more than 5 years.

The Zoning Hearing Officer recommended to deny relief for the petitioner after the first hearing, due to no hardship or practical difficulty presented. The petitioner was given a second hearing date to better exhibit his hardship, but the petitioner did not appear at the hearing.

Variation to reduce front yard setback from 30’ to approximately 24’ to allow a 6’ covered open front porch. (Downers Grove/ District 3) (Generally located southeast of Route 83 and 55th Street, at the northwest corner of 55th Court and Stough Street) ZHO Recommendation to Approve Development Committee VOTE (to Approve): 6 Ayes, 0 Nays, 0 Absent Member Ozog inquired if there were any neighbors who responded to this petition. Paul Hoss, replied that there were no objections to this project. They would be building the second floor on top of an already existing first floor, which already encroaches into the corner side yard setback.

D. DC-O-0039-20 ORDINANCE -- Z20-013 – ORDINANCE- Mendoza: The Zoning Hearing Officer (ZHO) recommended to deny the following zoning relief: Conditional Use to allow the existing 2 sheds to remain closer to the required 10’ side yard setback (approximately 3.5’ and 6.5’), where the sheds have existed for at least 5 years. (Bloomingdale/ District 1) (Located at the northwest corner of Army Trail Road and Edwards Drive) ZHO Recommendation to Deny Paul Hoss explained the County was brought out to the property due to a violation and the two sheds were noted as having no permits. When the homeowner attempted to obtain the permits, it was denied, as they needed zoning relief to keep them. The Zoning Hearing Officer inquired about the condition of the sheds and the homeowner stated that they were both in disrepair. The homeowner stated he is willing to do repairs or rebuild the sheds.. The Hearing Officer gave his recommendation to deny, if the homeowner is willing to rebuild or do repairs, they should be able to move them into an area within setback regulations.
