City of Wood Dale City Council met May 28.

Here is the minutes provided by the council:

I. CALL TO ORDER REGULAR CITY COUNCIL MEETING (via Zoom teleconference) in accordance Governor Pritzker’s Executive Order regarding COVID-19: Mayor Nunzio Pulice, in accordance with the Meeting Notice for a Zoom Teleconference Meeting, called the Special City Council Meeting to Order at 7:30 p.m.

II. ROLL CALL

Upon roll call, the following were:

Present: Aldermen Catalano, Jakab, Messina, Sorrentino, Susmarski, E. Wesley and Woods

Absent: Alderman R. Wesley

Also Present: Mayor Pulice, City Clerk Curiale, City Manager Mermuys, Police Chief Vesta, Legal Counsel Bond, IT Director Kace, Finance Director Wilson, Public Works Director Lange, AICP/CD Director Cage, Management Analysis Buggy, Marketing & Special Events Paplauskas

Whereupon the Mayor declared a quorum present.

VI. MAYOR’S REPORT

Mayor Pulice asked for a moment of silence to recognize the passing of former Ward 3 Alderman Daniel Shawke, who served the City for 18 years. Our thoughts and prayers go out to his family.

Alderman Woods asked for a moment of silence to also recognize the passing of Carl Lange, who served on Wood Dale District 7 School Board, the longest serving DuPage County School Board Member.

i. A Resolution Supplementing the Mayor’s Emergency Proclamation

Mayor Pulice asked for a motion to be made on the presented draft of A Resolution Supplementing the Mayor’s Emergency Proclamation that was developed by Attorney Bond and Staff to make changes as quickly as possible. On a motion by Alderman Susmarski, seconded by Alderman Jakab, to approve A Resolution Supplementing the Mayor’s Emergency Proclamation.

Mayor Pulice asked if anyone would like to add or change anything to the Motion.

Alderman Woods stated he would like to make a motion to include making it a 50/50 cost share up to maximum of $2,000. Alderman Catalano stated he would like to make the 50/50 cost share maximum $2,500. Attorney Bond explained the purpose of this Resolution Supplement was to cover the Governor’s sudden Phase 3 opening of the restaurants and bars for outdoor service only and all it entails, as many violate the City Codes and in some cases, violate the Zoning Codes. This Resolution Draft tries to address these temporary code amendment changes for discussion as a Supplement to the Original Proclamation, so that any changes that need to be made to it will be under the Mayor’s authority and power that is covered under the Original Proclamation. A singular document was written to try to accommodate and address a financial incentive program and amendments to the liquor and City codes that will allow outdoor service as quickly as possible. City Council is committed to meet the needs of the community and help local businesses succeed, keeping everyone safe during these uncertain times and keeping within budget constraints.

There was one amendment to the motion by Alderman Woods. Alderman Susmarski, seconded by Alderman Jakab, to accept the amendment and to approve A Resolution Supplementing the Mayor’s Emergency Proclamation. Attorney Bond stated he would make the changes so it would be approved with the amendment of the 50/50 cost share, up to a maximum of $2,500 per establishment. When the question was put, a roll call vote was taken with the following results:

Ayes: Aldermen Catalano, Jakab, Messina, Sorrentino, Susmarski, E. Wesley and Woods

Nays: None

Whereupon the Mayor declared the motion carried.

i. An Ordinance Amending Chapter 5, Section 5.304 A.2 of the Municipal Code of the City of Wood Dale of 1993 to Provide for the Creation of a Class Covid Temporary Liquor License

Alderman Woods made a motion, seconded by Alderman Messina, to approve An Ordinance Amending Chapter 5, Section 5.304 A.2 of the Municipal Code of the City of Wood Dale of 1993 to Provide for the Creation of a Class Covid Temporary Liquor License.

Liquor License Holders are required and mandated to comply with all the guidelines, enforce the prohibition to not remove liquor from the premises, verify age compliance, control number of patrons, and noise. The Liquor License restricts serving and activity to be on the premises and property that the License was issued for, and it controls occupancy and the hours, however the noise ends at 9 pm. There is a provision that all City Codes and all other provisions remain in full force. The City retains the right to enforce all the police powers it has to enforce for the safety and well-being of all Residents. These temporary Licenses can be revoked for non-compliance. When the question was put, a roll call vote was taken with the following results:

Ayes: Aldermen Catalano, Jakab, Messina, Sorrentino, Susmarski, E. Wesley and Woods

Nays: None

Whereupon the Mayor declared the motion carried.

X. OTHER BUSINESS

A. Airport Noise Committee

No report

Alderman Woods stated

- according to the ONCC Committee Report, over 300 noise complaints were made, but the complaints all came from only 9 residents. One resident was Alderman Woods and the other resident was Mayor Pulice, so only 7 residents had lodged complaints. Residents need to not just complain, but take action and call in to register their complaints in order for the airport to take the noise complaints more seriously to get something done about it.

- Temporary Fly Quiet is currently not operational right now with construction going on.

- Flight traffic was reduced by about 90% for the first 3 weeks, but it is slowly coming back. Personal flights are down, but cargo flights are up.

- Night time flights are down 50%.
