City of Wood Dale City Council met Jan. 16.

Here is the minutes provided by the council:

I. CALL TO ORDER REGULAR CITY COUNCIL MEETING:

Mayor Nunzio Pulice called the Regular City Council Meeting to Order at 7:30 p.m. Upon roll call, the following were:

Present: Aldermen Catalano, Jakab, Messina, Sorrentino, Susmarski, E. Wesley and Woods

Absent: Alderman R. Wesley

Also Present: Mayor Pulice, Treasurer Porch, Legal Counsel Bond, City Manager Mermuys Whereupon the Mayor declared a quorum present.

II. PLEDGE OF ALLEGIANCE

III. APPROVAL OF MINUTES

Alderman E. Woods made a motion, seconded by Alderman Sorrentino, to approve the Regular City Council Minutes of December 19, 2019. When the question was put, a roll call vote was taken with the following results:

Ayes: Aldermen Catalano, Jakab, Messina, Sorrentino, Susmarski, E. Wesley and Woods

Nays: None

Whereupon the Mayor declared the motion carried.

IV. COMMUNICATIONS AND PETITIONS:

i. Citizens to be Heard

Dr. Hilda (Jean) Brake read a letter on behalf of Alderman Roy Wesley since he is ill and could not attend the meeting. This was written in response to the motion on the Agenda to censure him.

ii. Written Communiqués of Citizens to Be Heard

Mayor Pulice read a letter from Reverend Terry McDorman of Wood Dale Community Church thanking the City for its contribution to the Wood Dale Food Pantry. This donation will assist them in continuing to provide food to those in the area. He also thanked Frank’s Fresh Foods for their generous donation.

V. MAYOR’S REPORT

A. City Council Censure of Alderman

Mayor Pulice provided a list of reasons why the City Council is supporting the censureship of Alderman Roy Wesley. In the past 12 months, Alderman Roy Wesley has only attended 7 of the 36 Committee Meetings and 5 of the 21 City Council Meetings. He has not participated in the debate, discussion or any vote on City matters that were addressed at the missed Meetings. Alderman Roy Wesley is paid $7,200 a year to perform his Aldermanic duties, but is not living up to his Oath of Office and not discharging the duties of his Office to represent the Residents in Ward 2.

Upon a motion by Alderman Messina, seconded by Alderman Susmarski, to censure Alderman Roy Wesley. When the question was put, a roll call vote was taken with the following results:

Ayes: Aldermen Catalano, Jakab, Messina, Sorrentino, Susmarski & Woods

Nays: None

Abstained: Alderman Eugene Wesley

Motion: Carried

Mayor Pulice requested that staff notify IMRF of lack of attendance by an elected official.

VI. CITY MANAGER’S REPORT

City Manager Mermuys reported:

i. Chief Vesta advised the VFW will be recognizing the Police Officer and Firefighter of the Year for 2019 on February 6th at 6:00 p.m. at the VFW Post in Georgetown.

Detective Arthur Zlotnicki will be recognized this year. All public are invited to attend this ceremony. Also, Records Specialist Meghan Spiewak, will be recognized as Civilian Employee of the Year for her efforts.

ii. SCARCE founder and Executive Director, Kay McKeen, has been working with the City’s Greener Tomorrow Committee. She provided a presentation of what her organization does to improve the environmental footprint; this group is funded through DuPage County. She spoke about the efforts the Wood Dale community has already done as far as electronic recycling and energy conservation. She explained how the City can earn an earth flag, ecology flag or water quality flag and that all Wood Dale schools have earned at least one earth flag from SCARCE. Upcoming events are listed at the scarce.org website and residents can sign up for newsletters on the site. Alderman Wesley stated that one of the Greener Tomorrow Committee goals is to earn an earth flag for Wood Dale. When asked about disposal of epi pens or sharps, Ms. McKeen stated they can be brought to the Glenside Fire Department or DuPage Sherriff’s Office, who has a 24/7 collection bin.

VII. CONSENT AGENDA

A. Omnibus Vote

The Mayor questioned if there were any objections to the Consent Agenda. Hearing none and on a motion by Alderman E. Wesley, seconded by Alderman Sorrentino, to approve the Consent Agenda, as presented. When the question was put, a roll call vote was taken with the following results:

Ayes: Aldermen Catalano, Jakab, Messina, Sorrentino, Susmarski, E. Wesley and Woods

Nays: None

Whereupon the Mayor declared the motion carried, approving the following:

i. A Resolution Authorizing the City of Wood Dale to Enter into an Agreement to Purchase 35 Tasers and Supporting Equipment and Software from Axon Enterprises in an Amount Not to Exceed $81,972.80.

ii. A Resolution Authorizing the City Of Wood Dale to Enter into an Amended

Professional Services Agreement/Scope with Teska Associates & Ancel Glink for the City of Wood Dale Unified Development Ordinance Updated Scope and Proposal in the Amount Not to Exceed $110,000

On a motion by Alderman Susmarski, seconded by Alderman Jakab, to approve the individual Items on the Consent Agenda, including Items 1 and 2. When the question was put, a roll call vote was taken with the following results: Ayes: Aldermen Catalano, Jakab, Messina, Sorrentino, Susmarski, E. Wesley and Woods

Nays: None

Whereupon the Mayor declared the motion carried.

B. Public Health, Safety, Judiciary and Ethics Committee

i. On a motion by Alderman Sorrentino, seconded by Alderman Susmarski, to approve an Ordinance Amending Chapter 5, Article III, Section 5.305, of the Municipal Code of the City of Wood Dale to Decrease the Number of Class “TG” Liquor Licenses Authorized for Issuance. When the question was put, a roll call vote was taken with the following results:

Ayes: Aldermen Catalano, Jakab, Messina, Sorrentino, Susmarski, E. Wesley & Woods

Nays: None

Whereupon the Mayor declared the motion carried.

ii. On a motion by Alderman Sorrentino, seconded by Alderman Jakab, to approve A Resolution Authorizing the City of Wood Dale to Enter into An Agreement to Purchase 10 In-Car Squad Camera Systems and Supporting Software from CDS Office Technologies in an Amount Not to Exceed $67,090.00. When the question was put, a roll call vote was taken with the following results:

Ayes: Aldermen Catalano, Jakab, Messina, Sorrentino, Susmarski, E. Wesley & Woods

Nays: None

Whereupon the Mayor declared the motion carried.
