5. CHAIRMAN'S REMARKS - CHAIR TORNATORE
Chairman Tornatore offered an update on the Springfield drive down as it is scheduled for March 25, 2020 and as of today, there are 10 people going.
6. BILL LIST
A. Action Item -- Springfield Bill List 02-25-20
The Chairman asked Sheryl Markay to summarize the bills that the County is supporting and will be monitoring. Discussions included small cell wireless and pharmaceutical take back. Bills being opposed by the County are the Animal Welfare Act (HB 4105) and Municipal Adjudication of Traffic Violations (SB 1152).

7. LEGISLATIVE PROGRAMS
A. LEG-R-0079-20 RESOLUTION -- Resolution Adopting the County's 2020 Federal Legislative Program
The Committee reviewed the 2020 Federal Legislative Priorities included in the packet. Ms. Sheryl Markay gave a brief description of the Legislative priorities and the County's stance on each and reminded the committee that this is a draft and can be amended when the Board Members return from the NaCo conference in Washington. Member Krajewski asked for clarification of the SALT deduction and how many residents it affects while Member Elliott wanted to know if the deduction is quantifiable. Climate change and it's effect on County operations is reflected in the bills regarding stormwater management, PFAS, and USEPA workforce reduction. Community Development funding and its proposed elimination are an ongoing concern. Chairman Tornatore inquired as to if any residents are receiving weatherization reimbursements and how that money is allocated. Member DeSart wanted to know the process for requesting Capital dollars. The Capital plan is available online at https://dupagecapitalplan.com/. Member Krajewski wanted an update on the current projects at the Care Center.
