1. CALL TO ORDER

9:30 AM meeting was called to order by Chair Peter DiCianni at 9:30 AM.

2. ROLL CALL

County Board Member Sheila Rutledge was in attendance.

4. CHAIRMAN'S REPORT - CHAIR DICIANNI

Chair Pete DiCianni noted that HHS Member Julie Renehan was not at the meeting because she was attending a conference.

Chair DiCianni gave an update on the Medicaid parity bill that he advocated for in 2019. Chair DiCianni attended the quarterly Task Force for Autism that he chairs with Patty Boheme from Little Friends. The state appropriations are in place, but the restrictions put on the people that are administering the services are over and above what private insurance and other states are requesting. The restrictive qualifications to administer the program include being a clinical psychologist and a licensed social worker. There are 45 specialists in the state that have the combined skill sets. Mr. DiCianni is working with our sponsors, Representatives Deb Conroy and Kathy Willis, and State Senator Bill Brady, trying to resolve the issues. Illinois' Medicare Director resigned last week, adding to the challenges.

Dr. Dana Brazdziuna, the Division Head of the Developmental and Behavioral Pediatrics at Lurie’s Children’s Hospital, had brought up the barriers of the diagnosis at the Task Force, and the limited number of people that are diagnosing.

The Leadership Education in Neurodevelopmental and related Disabilities (LEND) Program out of University of Illinois is training students to do the screenings and diagnosis, in an effort to get more pediatricians to do the same. Chair DiCianni’s goal is to get the LEND program into DuPage County, working with our Public Health system. One in three DuPage County children qualify for Medicaid and one in 59 children in the country have autism according to the CDC.

Chair DiCianni joined County Board members Liz Chaplin and Mary Ozog last week at the DuPage Care Center and made Valentine’s Day cards for the residents, including the brother of the longest serving resident and a baseball coach that Mr. DiCianni had in college. The coach expressed his appreciation to Chair DiCianni regarding the great treatment at the DuPage Care Center, which Chair DiCianni passed on to Ms. Chadwick and her staff.

D. Change Order -- HHS-P-0286A-19 Amendment to Resolution HHS-P-0286-19 (Purchase Order 4172-0001-SERV), issued to Healthy Air Heating & Air, Inc., to provide architectural weatherization labor and materials under the FY20 Weatherization Program, additional incentive funding received from Resource Innovations for the Income Eligible Retrofits Program, to increase the encumbrance in the amount of $60,968.63, resulting in an amended contract total not to exceed $473,203.63. E. Change Order -- HHS-P-0014A-20 Amendment to Resolution HHS-P-0014-20 (Purchase Order 4369-0001-SERV), issued to Chicago United Industries, Ltd., to furnish, deliver, and install Energy Star appliances for the FY20 Weatherization Program, additional incentive funding received from Resource Innovations for the Income Eligible Retrofits Program, to increase the encumbrance in the amount of $18,168.07, resulting in an amended contract total not to exceed $66,263.07. (WEX Grant funded)

12. COMMUNITY SERVICES UPDATE - MARY KEATING

Mary Keating, Director of Community Services, stated the Trump Administration released their proposed 2021 budget last week, which is not binding, but proposes elimination of the CDBG,

Home Affordable Housing Partnership, CSBG, LIHEAP, and Weatherization programs. This is not the first administration to propose elimination of the funding. The programs all have strong support in Washington, D.C. In the past, the programs have all been reinstated through the congregational appropriations process. Ms. Keating will work with Sheryl Markay to get information to the Legislative Committee for support. The elimination of programs would be a significant portion of Community Services, including funding we provide to nonprofit agencies and municipalities, leaving Senior Services, the Family Center, and some rental assistance programs. Mr. DiCianni stated we should notify our partnering agencies and get this on the Legislative Committee agenda so we can all act together to reach out to our representatives in Congress.

13. DUPAGE CARE CENTER UPDATE - JANELLE CHADWICK

Janelle Chadwick, Administrator of the DuPage Care Center, stated there is currently a shortage of medical masks. They are not concerned about the Corona Virus or the SARS Virus but influenza is still a factor. The masks predominantly come from China and the Care Center has been on a lengthy backorder. The Care Center has about 55 boxes secured. When they place their order on February 20, although under a contract, they will be able to order only 75% of their typical quantity for their vendor to accommodate all of their contracts. The Care Center has looked to other sources and is looking into the N95 respirators, which fit tighter and filter tinier particles, but have limited success. They are also considering silk and other materials they could use in the event they need to fabricate their own masks. Nasal filters were discussed but ruled out as the mask keeps the hands off the T-Zone. Member Larsen suggested the Care Center contact the DuPage County Health Department for additional inventory.
