City of Warrenville City Council met Sept. 18.

Here is the minutes provided by the council:

I. OPENING CEREMONIES

Call to Order Mayor Brummel called the meeting to order at 7: 00 p.m.

B. Roll Call

Present: Mayor David Brummel, Ald. Stu Aschauer, Clare Barry, Fred Bevier, Kathy Davolos, Leah Goodman, Jeff Krischel, Bill Weidner, and Robert Wilson

Absent: None Also Present: City Administrator John Coakley, Assistant City Administrator Cristina White, Finance Director Kevin Dahlstrand, Community and Economic Development Director Ron Mentzer, Deputy Public Works Director Phil Kuchler, Police Chief Ray Turano, Treasurer Larry Brenner, Attorney Brooke Lenneman, and City Clerk Emily Larson

D. Proclamation — Constitution Week

Mayor Brummel proclaimed the week of September 17 through 23, 2019, as Constitution Week in Warrenville and urged citizens to reaffirm the ideals the Framers of the Constitution had in 1787 by vigilantly protecting the freedoms guaranteed to us through this guardian of our liberties, remembering that lost rights may never be regained.

E. Proclamation — National Rail Safety Week

Mayor Brummel proclaimed the week of September 22 through 28, 2019, as National Rail Safety Week in Warrenville, and encouraged all citizens to recognize the importance of rail safety education.

F. Presentation of Mayor' s Fitness Challenge Awards

Mayor Brummel congratulated all the participants in the 2019 Mayor's Fitness Challenge, particularly:

Debbie Lamberg, most minutes female, 51 years and over 

Diane Herrera, most minutes female, 35 to 50 years old 

Angela Boersma, most minutes female, up to 34 years old 

Scott Moritz, most minutes male, 51 years and over

Gary Davis, most minutes male, 35 to 50 years old 

Taylor Burdett, most minutes male, up to 34 years old

II. CITIZENS COMMENTS

Connie Schmidt, Landon Drive thanked the Council and every resident who supports Clean Energy. She asked the City to consider using solar power for the new well site in TIF #4.

Bob Siebert, Albright Court, commented that the City is forcing the Warrenville Park District and Warrenville Fire District to serve the new residents without funding.

III. OFFICIALS AND STAFF COMMENTS

A. Mayor

Commission Openings Mayor Brummel announced that there is a volunteer opening on the Tourism and Arts Commission. Anyone interested should email him at david.brummel@warrenville.il.us.

Art on the Prairie Mayor Brummel invited everyone to attend the annual Art on the Prairie event, September 21 and 22. This is a juried art show, admission is free and there will be food and music.

D. Aldermen

National Merit Semifinalists Ald. Goodman announced that three students from Wheaton Warrenville South have been named as National Merit semifinalists: Rachel Bridges, Jacob Morrow, and Emma Nigrelli.

Maple Hill Prairie Garden Ald. Goodman thanked the volunteers from Maple Hill and Warrenville in Bloom for planting a pollinator prairie garden in Maple Hill. Jim Kleinwachter, with the Conservation Foundation, provided the plants.

Art on the Prairie Ald. Davolos noted that there will be craft activities at Art on the Prairie this weekend.

E. Administrator

Staffin,,,, and Services Study

City Administrator Coakley reminded the elected officials to submit names of residents who would be interested in being part of a staffing and services study.

Matrix Interviews City Administrator Coakley asked the elected officials to schedule a time with the Matrix consultants.

IV. APPROVAL OF AGENDA

ALD. WEIDNER MOVED. second by Ald. Wilson, to approve the items on the agenda for the September 16, 2019, City Council regular meeting.

VI. CONSENT AGENDA — OMNIBUS VOTE

A. Accept Community Development Committee recommendation, waive second reading, and pass ordinance 02019-49, amending Ordinance No. 1395 regarding properties subject to the differential tap -on fee

B. Accept Community Development Committee recommendation, waive second reading, and pass ordinance 02019-50, amending the Fiscal Year 2020 Budget to provide funding in the Hotel Tax Fund in the amount of $5, 000 for City participation in the DuPage Tourism Grant Program

C. Accept Community Development Committee recommendation and (i) authorize staff to prepare and submit Community Development Block Grant applications for the City's Summerlakes square court's roadway project and the Summerlakes Home Owners Association' s detention pond stabilization project, and (ii) approve resolution R2019- 44, authorizing the submission of the Community Development Grant application and designating a grant signatory

D. Accept Community Development Committee recommendation and authorize the City's participation in the DuPage Tourism Grant Program on an ongoing basis, beginning immediately, and allocate $ 5,000 for this Program in FY 2020 from the Hotel Tax Fund

E. Accept Community Development Committee recommendation and (i) authorize staff to form and coordinate the efforts of a Warrenville Complete Count Committee for the 2020 Census, and ( ii) designate Alderman Barry to serve on the Committee and Alderman Davolos to serve as an alternate on the Committee

F. Receive and file minutes of the Environmental Advisory Commission regular meetings held on June 26, 2019 and July 24, 2019

G. Receive and file report of invoices paid up to September 11,2019, in the amount of 6,773. 30

H. Authorize expenditures for invoices due on or before October 7,2019, in the amount of $822,756.25

ALD. WEIDNER MOVED second by Ald. Wilson, to approve the Consent Agenda as read.

5 ILCS 120/2 ( c) ( 2) Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.
