CLOSED SESSION

Discuss the appointment, employment, compensation, discipline, performance or dismissal of a specific employee or employees of the District.

Vice President Absalonsen moved and Member Johnson seconded a motion to go into Closed Session to discuss the appointment, employment, compensation, discipline, performance or dismissal of a specific employee or employees of the District.

OPEN SESSION

The meeting was called to order at 7:34 p.m. Upon roll being called, the following members answered present: President Shelly Camden, Vice President Absalonsen, Secretary Alice Esposito, Member Brad Carrino, Member Lana Johnson and Member Jeff McCollian. Member Michael Ockrim arrived at 7:38 p.m.

PLEDGE OF ALLEGIANCE

Cass Junior High School students Kelan Nicol and Nicholas Villagomez led the Board of Education in the Pledge of Allegiance. Kelan and Nicholas recently participated in a Water Design Competition at which they qualified for the State Competition.

SPECIAL RECOGNITION OF EMPLOYEES AND RETIREES

The following individuals were recognized. Some were recognized for their years of service in the District and others were celebrated for their upcoming retirement:

Retiring at the Close of the 2018/19 School Year

Mary Ambroz, Jen Fetty, Kathy Jensen, Mary Kay McSheffery, Lori Reinke, Joanne Riesgo, Kevin Shingler, and Debbie Vacco

Each honoree was given a gift and the retirees had an opportunity to say a few words:

 Mary Ambroz, Concord Elementary School Teacher Assistant, shared that she enjoyed every one of her 18 years in the District.

 Jen Fetty, Cass Junior High School Special Education Teacher, stated that she has always felt grateful for working in such a wonderful district for all these years. She will miss working here but is looking forward to the next chapter.

 Kathy Jensen, Concord Elementary School Second Grade Teacher, stated that time has gone by very quickly. She thanked the Board for giving her the opportunity to have been a part of Cass School District 63 and shared that this is a wonderful district to work in.

 Lori Reinke, Cass Junior High School Teacher Assistant, is retiring after first working in the district as a Substitute Teacher in 2011, but then came on staff as a teacher assistant three years ago. She shared that she plans to continue to substitute teach in the District.

 Joanne Riesgo, Concord Elementary School Reading Specialist, shared that she feels very lucky to have worked in Cass School District 63. She has been very happy in the District but is looking forward to retirement.

 Kevin Shingler, Concord Elementary School Third Grade Teacher, shared that he started working in the District as a Kindergarten Teacher and moved to higher grade levels from there. He credited his success as a teacher to all the individuals he has worked with through the years.

 Debbie Vacco, Concord Elementary School Health and Administrative Assistant shared that it has been a pleasure working at Concord Elementary School. She has enjoyed watching the children grow and thrive.

President Camden and Superintendent Foderaro, on behalf of the Board of Education, Administration and School District, expressed sincere gratitude to all the retirees for their years of dedication and significant efforts in Cass School District 63, as well a heartfelt congratulations.

In addition, on behalf of CARE, Member Johnson presented each retiree with a gift.

REPORTS

A. CAss Resources for Enrichment (CARE) Report

Lana Johnson shared that the Eighth Grade Dance was enjoyed by all. She added that CARE had a very successful year and they have most of the needed volunteers to start the 2019/20 school year.

B. Discussion of and Possible Action on CAss Resources for Enrichment (CARE) Donations

Secretary Esposito moved and Member McCollian seconded a motion to approve the generous donation of $31,650.00 by the CAss Resources for Enrichment (CARE) for 2019/20 Operating Budget as presented.

C. Administrators’ Reports

Superintendent Foderaro shared that Graduation is approaching and all Board Members are invited to this momentous event.

OLD BUSINESS

A. Discussion of Board of Education Committees

 Chairperson Esposito stated that the next Finance Committee Meeting is scheduled for Tuesday, June 4, 2019 at 7:00 p.m.

B. Discussion of and Possible Action on HVAC Summer Project, Concord Elementary School Roof Replacement and Concord Elementary School & Cass Junior High School Rooftop Solar Panels

Ms. Michelle James of CTS, the District’s performance contractor discussed the roof, HVAC and solar panels planned projects. The solar panels will be installed over the summer. Any remaining work will be done, as best as it can be, when students are not in class in the fall. The Cass Junior High School and Concord Elementary School rooftop solar panels will produce approximately $600,000 in savings over a 25-year period. The Concord Elementary School roof will be completely removed and replaced including the gas lines, which are in poor condition, prior to the instillation of the solar panels. There will be a full-time on- site project manager throughout the duration of the project.

C. Discussion of the Selection Process for the Superintendent of Schools for the 2020/21 School Year

Dr. Mark Friedman and Mr. Steve Griesbach of BWP and Associates, the District’s Executive Search Firm reviewed the timeline for the superintendent search process along with the various avenues the Board of Education could explore to complete the process. The firm is planning to open the application process in August, 2019.

New Business

A. Discussion of and Possible Action on Resolution declaring the intention to issue $1,500,000 Working Cash Fund Bonds for the purpose of increasing the District’s Working Cash Fund and directing that notice of such intention be published in the manner provided by law

Superintendent Foderaro reviewed the Resolution declaring the intent to issue $1,500,000 in Working Cash Fund Bonds to pay for the Concord Elementary School Roof. The Board will be asked to formally act on the Bond at the June Board of Education Meeting.

Secretary Esposito moved and Vice President Absalonsen seconded a motion to approve the Resolution declaring the intention to issue $1,500,000 in Working Cash Fund Bonds for the purpose of increasing the District’s Working Cash Fund and directing that notice of such intention be published in the manner provided by law as presented.

B. Discussion of First Reading of Recommended Policies

Superintendent Foderaro reviewed the recommended policy updates. The Board will be asked to formally act on these recommended policy updates at the June Board of Education meeting.

 There were no Board Member Remarks.

BOARD SECRETARY ANNOUNCEMENTS/CORRESPONDENCE

 The Board of Education received thank you notes from Teacher Angela Zurawski and from Teacher Assistant Mary Kay McSheffery.

 The Board of Education received a FOIA request from SMART Local 265.

 The next Regular Board of Education Meeting is scheduled for 7:30 p.m. on Tuesday, June 18, 2019 in the District Community Room.

 The Board of Education Finance Committee Meeting will be held on Tuesday, June 4, 2019 at 6:00 p.m.
