ILLINOIS STATE HOUSE DISTRICT 48: Costa Howard Calls on Governor to Sign Legislation to Strengthen Fraud Protection for Seniors

Illinois State House District 48 issued the following announcement on July 1.

Seniors who are pressured into signing contracts by unscrupulous contractors and home repair scammers would have up to 15 days to cancel under a measure passed by state Rep. Terra Costa Howard, D-Glen Ellyn.

“Unfortunately, seniors are often targeted by fraudulent contractors and fast-talking salesmen, who push them to sign contracts for home repairs and other services they do not need or cannot afford,” said Costa Howard. “My legislation will give seniors 15 days to review those contracts, giving them adequate time to consult with family members, talk to their lawyers, or just change their minds.”

Costa Howard passed House Bill 2643, which will expand the cancellation window from three days to 15 days for consumers over age 65 who have signed contracts for home remodeling and repair services ¬– even if the contractor has already started work. The bill also prohibits contractors from selling contracts to lenders. Costa Howard’s legislation passed the Illinois House and Senate with overwhelming bipartisan support and has now been sent to the governor’s desk to be signed into law.

“I urge the governor to sign this legislation to help protect seniors from scammers and shady home repair companies,” continued Costa Howard. “Throughout my career as a guardian ad litem, I have worked as an advocate for people who are vulnerable and at risk. I hope that this bill will soon be signed into law, and I will keep on working to pass new legislation to protect our seniors from fraud and deceptive business practices.”
