A. Baker Tilly FY2017 Audit

Joe Lightcap and Heather Aker from Baker Tilly gave the committee a presentation of the FY2017 audit. They thanked the departments that were helpful supplying information and a special thanks to Lora Flori, Sr. Accountant from Finance. The Comprehensive Annual Financial Report (CAFR) is available on the Finance department's page of the County's website. Ms. Aker reported continued stability in the County's financial position and recommended reading the Management's Discussion and Analysis for a brief summary of the year's activities from this report.

Member Elliot had questions about the bidding and the cameras in the Clear Loss Prevention item. Keith Briggs, Chief of Security, explained that the pricing was the same as in Phase 1. Phase 1 was for the 421 building and the Care Center. He also explained the need for 360 cameras, providing fixed shots for the garages.

2. JPS-P-0172-18 Recommendation for the approval of a contract purchase order to NorthStar AED for the purchase of (25) twenty-five FRx defibrillators, carrying cases, Philips infant/child key, CPR responder kits and (50) fifty Philips FRx Smart Pads II for the Sheriff's Office for a contract total not to exceed $25,753.00, per lowest responsible bid 17-118-BF

PW-P-0179-18 Recommendation for the approval of an Agreement between the County of DuPage, Illinois and Trotter & Associates, Inc., for design and bid phase engineering services for the Nordic Wastewater Treatment Facility rehabilitation project, for the period June 13, 2018 through June 30, 2021, for a contract total amount not to exceed $607,000.00. 5. SM-P-0177-18 Recommendation to approve an Intergovernmental Agreement between the County of DuPage, Illinois and the City of Wood Dale and for Wood Dale Squaw Creek Restoration Water Quality Improvement Project, for a period of June 5, 2018 to April 30, 2022, for Stormwater Management, for a contract total amount not to exceed $89,367.00. Contract pursuant to the Intergovernmental Cooperation Act (Wood Dale Squaw Creek Restoration Project has been selected for funding for the FY2018 Water Quality Improvement Program Grant)

6. Change Order -- SM-P-0194A-17 – Amendment to Resolution SM-P-0194-17, issued to Rausch Infrastructure, for the Village of Hinsdale Flood Protection Improvements Phase 3B Project, for Stormwater Management, to increase the contract in the amount of $33,592.69, resulting in a new contract total amount not to exceed $1,932,917.64, an increase of 1.77%

Brian Krajewski wanted to point out some property tax statics from the Financial report. Since the Property Tax Extension Law (PTELL) went into effect in the 1991 levy year, the cumulative savings to DuPage County taxpayers has been over $1.76 billion. For the 2016 tax levy, instead of a $66.8 million tax extension, the annual tax extension (excluding the bond and interest levy) could have been $181.7 million had the County continuously levied to the maximum amount allowable under PTELL.
