City of Oakbrook Terrace City Council and Committee of the Whole met April 24.

Here is the minutes provided by the Committee:

I. Call To Order

Mayor Ragucci called the April 24, 2018, Regular and Committee of the Whole Meeting of the City Council to order at 7:00 p.m.

II. Roll Call

Roll call indicated the following Aldermen were in attendance:

Present: Esposito, Greco, Przychodni, Swartz, Thomas, Vlach and Mayor Ragucci. Absent: None

Also in attendance were City Clerk M. Shadley, City Administrator A. Marrero, Assistant to the Mayor and Administrator M. Sarallo, and City Attorney R. Ramello.

III. Pledge Of Allegiance

Mayor Ragucci led everyone in the Pledge of Allegiance.

IV. Additions Or Deletions To The Agenda

None.

V. Approval Of Minutes – Changes Or Corrections

1. Regular Meeting Minutes Of April 10, 2018.

Motion to approve the minutes of the April 10, 2018 Regular City Council and Committee of the Whole as presented was made by Alderman Vlach and seconded by Alderman Thomas.

Aldermen Ayes: Esposito, Greco, Przychodni, Swartz, Thomas, and Vlach 

Aldermen Nays: None

Motion passed.

VI. Public Participation

None.

VII. Recess To Fiscal Year 2018-2019 Budget Hearing

Motion To Recess To The Fiscal Year 2018-2019 Budget Hearing was made by Alderman Przychodni and seconded by Alderman Esposito.

Aldermen Ayes: Esposito, Greco, Przychodni, Swartz, Thomas, and Vlach 

Aldermen Nays: None

Motion passed.

The Regular Meeting recessed to Fiscal Year 2018-19 Budget Hearing.

VIII. Fiscal Year 2018-2019 Budget Hearing

Mayor Ragucci called the Budget Hearing to order. City Clerk Shadley took the roll call, which indicated the following Aldermen were in attendance:

Present: Esposito, Greco, Przychodni, Swartz, Thomas, Vlach, and Mayor Ragucci

Absent: None

Consultant Haslett referenced the legal notice published in the Daily Herald newspaper on Friday, April 6, 2018, which is required by the Illinois Budget Law. Haslett noted the budget has been available for viewing at the front counter as required by the Illinois Budget Law.

Haslett referenced her memorandum detailing the changes to the proposed budget that were discussed during the budget meetings and Executive Session. Haslett reported the changes increased the General Fund by $92,378, increased the Water Fund by $10,158, and the Capital Improvement Fund by $150,000.

Haslett referenced the FY 2019 Budget Ordinance and the Five (5) Year Capital Improvement Fund Plan Resolution included in the agenda packet. Haslett asked that both the ordinance and resolution be adopted tonight during the reconvened meeting.

Mayor Ragucci asked if there were any questions regarding the budget, hearing none he asked for a motion to adjourn the budget hearing.

Motion to adjourn the Budget Hearing was made by Alderman Thomas, and seconded by Alderman Greco.

IX. Action Items/Consent Agenda

1. Payment of City Bills: April 24, 2018 In The Amount Of $142,258.00

Motion to approve all the items contained on the Consent Agenda for April 24, 2018 as presented was made by Alderman Przychodni and seconded by Alderman Esposito.

X. Items Removed From The Consent Agenda

Motion to approve the DCVB Sports Bid Venue Presentation was made by Alderman Thomas and seconded by Alderman Swartz.

XI. Recess To The Committee Of The Whole

Motion to recess to the Committee of the Whole portion of this meeting was made by Alderman Greco and seconded by Alderman Esposito.

XII. Mayor Ragucci

Mayor Ragucci said the police department broke up a party at a residential home over the weekend.

XIII. Committee Of The Whole Considerations

1. Presentation By The Hotel Commission And DCVB.

Don Hill, of the Hilton Hotel properties and Chair of the Hotel Commission, updated the Council on the 2018 Quarter One (1) performance for the City’s hotels. Hill reported that when comparing this March to March 2017 occupancy increased by 5.8%, while revenue per available room increased by 3.5%. Year- over-year occupancy increased by 4.4% and revenue per available room increased 4.7%. Also, the occupancy percentage of 64% was the highest for all of DuPage County.

Hill said it has been a very encouraging start to the new year. Hill said the Commission has still not closed on any of the leads from the American Bus Association trade show, but remains optimistic for capturing some business for 2019. The City’s July’s Terrace Leaves newsletter will include an offer just for Oakbrook Terrace residents to take advantage of a low price point in July. Alderman Greco suggesting promoting the City’s July 4th activities along with this rate.

Hill said there has been good attendance at the Hotel Commission meetings. Hill hopes to improve upon the Red Kettle campaign for 2018 with all the hotels participating. Alderman Greco said he hopes the Commission will get involved with the United States Bowling Congress Women’s Championship in 2021. Mayor Ragucci thanked Hill for his presentation.

XIV. Council Member Comments

Alderman Esposito said the property located at 1S180 Monterey was recently purchased but asked if the home is being rented. Alderman Thomas said he thinks a young family purchased the property and is working to improve the house. Alderman Greco said Holiday Inn installed some new lighting behind the building which is affecting the residences along Karban. Mayor Ragucci said the City will look into this. Alderman Greco thanked the Police Department for their efforts at patrolling the streets over the weekend after the party was broken up.

Alderman Thomas praised the new speed monitor along MacArthur. Mayor Ragucci said the City will be purchasing three (3) more speed monitors. Alderman Thomas requested one of the units be placed along Monterey.

XV. City Attorney Ramello

City Attorney Ramello said SB1451, Small Wireless Deployment Act, was signed by the Illinois Governor Bruce Rauner on April 12, 2018. This new law removes the municipal authority to regulate the small cell wireless antennas in the right-of-way or on municipal property. The antennas can be six (6) cubic feet and the equipment box can be 25 cubic feet. This new act regulates the fees that can be charged by the municipality and limits the municipality from exercising zoning control. The Illinois Municipal League is proposing a bill, which scales back some of the prohibitions included in this new law. Mayor Ragucci asked where the antennas can be placed. Ramello replied the antennas can be placed on any existing utility pole and they can install new poles on any public right-of-way and public property.
