DuPage County CDC Executive Committee met April 3.

Here is the minutes provided by the Committee:

1. Call To Order

11:30 am meeting was called to order by Chairman Tim Elliott at 11:30 am.

2. Roll Call

Present: Anderson, Bastian, Berley, Chaplin, Chassee, Chrisse, DiCianni, Dragan, Eckhoff, Elliott, Franz, Grant, Govind (11:32 am), Grill, Hart, Heniff, Jones, Khouri, Krajewski, Krucek, Larsen, Noonan, Smetana, Ungerleider, Viger, Wiley

3. Public Comment 

There was no public comment.

4. Approval Of Minutes

A. CDC - Community Development Commission - Regular Meeting - Apr 4, 2017 11:30 am

Anderson made the motion, seconded by Hart, to approve the April 4, 2017 Minutes as amended, with the following change; under Roll Call, remove “excused” from after Ziegler’s name.

On a voice vote, the amended Minutes were approved.

A short discussion was made to clarify the allowance of the word "excused" in certain instances such as military leave. Elliott felt this was a worthy suggestion and should be taken under review at the County Board level.

5. Action Items

A. Action Item -- 2018 Election of Officers and CDC Executive Committee Members.

The following slate of officers and CDC Exec members was presented.

Anderson made the motion, seconded by Chaplin, to approve the slate as is.

On a roll call vote, the motion passed.

At this point, Patrick Grill took control of the meeting. He thanked Elliot for his service over the past year. Keating as well thanked him. From a staff perspective it was felt that Elliot was incredibly helpful with some major issues involving negotiations, and large- scale projects. His advice was very valuable.

For the new members of the CDC Executive Committee, Keating reminded them that they are also members of the HOME Advisory Group and this meeting will take place immediately following.

6. Federal Funding Update 

Keating said that over the last five years, the Community Development Block Grant (CDBG) and HOME Investment Partnerships Act (HOME) funding levels have been flat or cut. Prior to this, HOME had been significantly cut by 50%. Mentioned was that these are some of the only federal funds that come back to DuPage County and members of the Commission, are aware of how these funds have been spent.

The president’s proposed 2018 budget zeroed out these funds. The Congressional markup showed that HOME and CDBG were both slated to be flat - at 2017 levels. When the final Omnibus was passed, CDBG received a 10% increase going from $3 billion to $3.3 billion. HOME received a 37% increase going from $950 million to $1.3 billion. Even though this is a huge increase, HOME funding is still well below where it was five to six years ago.

The annual Action Plan is where the projects are presented to the Commission, County Board and then to HUD. The planning number used is based off of the previous year’s funding. Allocations are derived from the planning number. Included in the Action Plan is a “B List.” This list is used if additional funding becomes available for the projects that applied, met the qualifications and scored well, however not enough funding was available in the initial allocation estimation. Made very clear in the document itself, during the public comment period at the public hearing is if any additional funding is received it will go to the “B List” Projects.

The County will not know the actual amount awarded until HUD goes through its calculations and the grant agreements are received. It is hoped that the funds will be received fairly soon.

7. Presentation - Dupage County Community Development Story Map 

Before the actual story map presentation, Chris Ragona, CDC Manager, introduced Tom Ricker, DuPage County GIS Manager, thanking him for his invaluable help, and also Ben Leitschuh and Andrew Fackler with their assistance in data gathering for the story map.

Ragona explained the goal of the story map was to quickly, yet thoroughly, inform the community at large how HUD funding and the County’s Human Services Grant funds are used to benefit residents of DuPage County.

Within the story map, in different sections, one to two paragraphs are used to describe each grant; Community Development Block Grant (CDBG), HOME Investment Partnerships Act  (HOME), Emergency Solutions Grant (ESG), Neighborhood Stabilization Program (NSP) and Human Services Grant funds (HSGF).

Within the individual grant sections, is a breakdown, along with before and after pictures, of the different types of projects that can be used for each grant, as well as maps denoting locations where funds were either used directly (infrastructure improvements, capital projects) or provided to agencies (public service dollars or HSGF) for the benefit of residents. Clicking on the different specified areas of the map will provide specific information on the project funded as well as the organization itself, unless the funding was provided to an individual.

As a privacy feature only a general mapping location is used for funding provided to individuals. When attempting to zoom in closer, the mark disappears.

The story map will be finalized in the next few weeks and will be available to the general public to view.

Franz asked if there was the ability to show census tract eligibility? Ragona told him it was not on this map but showed him the location on the CDC website.

Ricker gave a brief explanation on the development of the map.

Elliot and Grill congratulated Ragona and certain members of his staff on the outstanding demonstration.

Elliot made the motion, seconded by Chaplin, to adjourn at 12:00 pm.

On a voice vote, the motion passed.
