FI-P-0098-18 Recommendation for the approval of a contract purchase order between the County of DuPage and Rock, Fusco & Connelly, LLC, to provide consultation services related to collective bargaining matters for labor negotiations, for the period of April 1, 2018 through November 30, 2018, for County Board, for a contract total amount not to exceed $75,000. Other Professional Service not subject to competitive bidding per 55 ILCS 5/5-1022(a). Vendor selected pursuant to DuPage County Code Section 2-300.4-108 (1) (b).

Tom Cuculich explained that this contract will be for both Local 150 and 399. The contract will be closed at the end of the fiscal year.

2. FI-P-0099-18 Recommendation for the approval of a contract purchase order to AON Consulting, Inc., to provide assistance and evaluation of the County's Health and Wellness Benefits for Human Resources. This contract covers the period of April 1, 2018 to March 31, 2021, for a contract total amount not to exceed $360,000, per most qualified offer per request for proposal 18-017-BF.

Arjun Mirmira, Senior Consultant at AON participated in the meeting via phone. It was explained that 14 firms were considered with three finalists and AON was chosen. Jim Zay thanked staff from Finance and Human Resources for all of their work on this selection. Mr. Mirmira clarified for member Krajewski that this contract contained no overrides or bonuses, and if, in the future, an Rx consortium is recommended the only compensation that is received by AON would be a $1 per member, per month fee which would be outlined in the comprehensive commission disclosure at that time.

Greg Vaci from the State's Attorney's office explained the request is the best estimate of financial needs as they are now in the middle of discovery.

C. Economic Development - Khouri

Economic Development items 1 and 2 were combined and approved.

Member Krajewski stated while he had voted no in the past, he planned on voting yes today due to the Visitor's Bureau efforts to work with Downers Grove. Member Chaplin voiced concerns regarding how the money was spent both at the Visitor's Bureau and Choose DuPage. Tom Cuculich, County Administrator, explained how the spending was reported to the County at the Economic Development Committee. Jim Zay felt that the national events attracted to DuPage County by the Visitor's Bureau benefited the County greatly in terms of sales tax. Member Grant spoke of her positive experience in getting the Visitor's Bureau to promote an event she was involved with. The Bureau was very responsive.
