City of Oakbrook Terrace City Council and Committee of the Whole met February 13.

Here is the minutes provided by the Committee:

I. Call To Order

The Mayor called the February 13, 2018, Regular and Committee of the Whole Meeting of the City Council to order at 7:01 p.m.

II. Roll Call

Roll call indicated the following Aldermen were in attendance:

Present: Esposito, Greco, Przychodni, Swartz, Thomas, Vlach, and Mayor Ragucci Absent: None

Also in attendance were City Clerk M. Shadley, Assistant to the Mayor and Administrator M. Sarallo, and City Attorney R. Ramello.

III. Pledge Of Allegiance

The Mayor led everyone in the Pledge of Allegiance.

IV. Additions Or Deletions To The Agenda

None.

V. Approval Of Minutes – Changes Or Corrections

1. Regular Meeting Minutes Of January 23, 2018

Motion to approve the minutes of the January 23, 2018 Regular City Council and Committee of the Whole as presented was made by Alderman Esposito and seconded by Alderman Greco.

Alderman Ayes: Esposito, Greco, Przychodni, Swartz, Thomas, and Vlach Alderman Nays: None

Motion passed.

VI. Public Participation

None.

VII. Action Items/Consent Agenda

1. Payment of City Bills: February 13, 2018 In The Amount Of $229,087.57.

2. Ordinance No. 18-10 An Ordinance Amending The Final Planned Unit Development Plan And Granting A Special Use For Dog Daycare, Dog Boarding, Dog Spa Services, And Dog Grooming With An Outdoor Play Area For The Property Located At 17W677- 725 Roosevelt Road In The City Of Oakbrook Terrace, DuPage County, Illinois.

3. Ordinance No. 18-11 An Ordinance Approving A Rider Extending The Term Of Agreement For Library Services Between The City Of Oakbrook Terrace And The Villa Park Public Library Dated December 17, 1987.

4. Ordinance No. 18-12 An Ordinance Amending Title XI Entitled “Business Regulations” Of The Code Of Oakbrook Terrace, Illinois, Providing For Contractor Registration.

5. Ordinance No. 18-13 An Ordinance Amending Section 111.009 Entitled “Classification Of Licenses,” Section 111.010 Entitled “License Fees” And Section 111.012 Entitled “Number Of Licenses In Each Classification” Of The Subchapter Entitled “Alcoholic Liquor Control” Of Chapter 111 Entitled “Food And Beverages” Of Title XI Entitled “Business Regulations” Of The Code Of Oakbrook Terrace, Illinois, As Amended, Creating A Class “M” Liquor License.

6. Resolution No. 18-3 A Resolution To Approve And Authorize The Execution Of A Second Amendment To The City Administrator’s Employment Agreement For The City Of Oakbrook Terrace, Illinois.

Motion to approve all the items contained on the Consent Agenda for February 13, 2018 as presented was made by Alderman Vlach and seconded by Alderman Thomas.

Motion passed.

VIII. Items Removed From The Consent Agenda

None.

IX. Recess To The Committee Of The Whole

Motion to recess to the Committee of the Whole portion of this meeting was made by Alderman Przychodni and seconded by Alderman Esposito.

Alderman Ayes: Esposito, Greco, Przychodni, Swartz, Thomas, and Vlach Alderman Nays: None

Motion passed.

X. Mayor Ragucci

Mayor Ragucci offered his condolences to Alderman Esposito’s family on the recent passing of his father, Dominick Esposito. Mayor Ragucci said Dominick was a good friend to the City and will be missed by all. Mayor Ragucci offered his condolences to the family of Chicago Commander Bauer who was killed in the line of duty on February 13, 2018. Mayor Ragucci said Public Services did a good job with the snow fall this past weekend.

XI. Committee Of The Whole Considerations

1. An Ordinance Amending Chapter 33 Entitled “Departments, Boards and Commissions” Of Title III Entitled “Administration” Of The Code Of Oakbrook Terrace, Illinois, Regarding Part-Time Police Officers.

City Attorney Ramello said that per state statute the traffic enforcement camera reviewers must currently either be a police officer of the municipality or a retired police officer. City Attorney Ramello said the City currently has retired police officers reviewing the traffic enforcement cameras. City Attorney Ramello explained that the proposed ordinance provides for these part-time police officers. Mayor Ragucci noted the part-time police officers will not take away any duties from the full-time police officers. Mayor Ragucci added the part-time police officers will only be working in the traffic enforcement camera division. The Council concurred to place this on the next consent agenda.

2. An Ordinance Authorizing The Disposal Of Surplus Personal Property Owned By The City Of Oakbrook Terrace.

Assistant to the Mayor and Administrator Sarallo stated Public Services Director Ward requested three (3) vehicles be declared surplus because they were at the end of their useful life and were costing the City more than what they are worth. The Council concurred to place this on the next consent agenda.

XII. Council Member Comments

Alderman Esposito said the snow was really high at some intersections and asked Public Services to cut-down the snow where possible. Alderman Esposito thanked everyone for their support with the recent passing of his father, Dominick Esposito. Alderman Thomas thanked Public Services for their snow removal efforts.

Alderman Vlach said Flood Brothers will be holding a ribbon cutting ceremony for their new corporate office location on 14th Street and asked all the Aldermen to attend. Alderman Swartz asked for the City’s assistance in the Berkshire subdivision during major snow falls. Swartz inquired about staff cutting-down huge piles of snow. Mayor Ragucci noted that staff already cut-down the snow and the City will continue to work with Berkshire in the future.

XV. Assistant To The Mayor And Administrator Sarallo

None.

XVI. Reconvene The City Council Meeting

Motion to reconvene the City Council meeting was made by Alderman Vlach and seconded by Alderman Swartz.

Alderman Ayes: Esposito, Greco, Przychodni, Swartz, Thomas, and Vlach Alderman Nays: None

Motion passed.

XVII. Old Business

None.

Adjourn:

Motion to adjourn was made by Alderman Greco and seconded by Alderman Esposito at 7:17 pm.

Motion carried unanimously.
