DuPage County Legislative and Governmental Affairs Committee met February 27.

Here is the minutes as provided by the committee:

1. Call to Order


9:15 am meeting was called to order by Chair Sam Tornatore at 9:15 am.

2. Roll Call

Present:      DiCianni, Elliott, Khouri, Tornatore, Zay, Krajewski

Absent:

     Other County Board Members present: Liz Chaplin, Paul Fichtner, Greg Hart, Jim Healy,

     Don Puchalski, Kevin Wiley

     County Staff Present: Dennis Brennan, Tony Charlton, Tom Cuculich, Sarah Hunn, Mary

     Keating, Conor McCarthy, Sheryl Markay, Joan Olson, Doreen Phillipp, Evan Shields, Chris

     Snyder, Christopher Walton

     Public Present: Dawn Dinna, Robert Sanchez

3. Approval of Minutes

A visual roll call for a quorum was made by Chairman Tornatore.

4. Public Comment

There was no public comment.

5. Chairman's Remarks

The Committee Meeting today focused on the 2018 Federal Legislative Program. Due to the

Parkland shooting in Florida, both State and Federal Legislators are addressing gun control and

school safety. Chairman Tornatore believes there is legislation that needs to be properly vetted

and discussed by this Committee and suggested scheduling another Legislative & Governmental

Affairs Committee Meeting to further discuss the paramount issue of public safety.

Chairman Tornatore spoke about the importance of current bills in Springfield that effect

DuPage County’s core values. In addition, the Committee was reminded of the April 11, 2018

Springfield drive down event.

     A. 15 year Anniversary Award- Sheryl Markay

          Chairman Tornatore deferred to County Administrator Tom Cuculich to congratulate Sheryl

          Markay, Deputy County Administrator, on her 15 years of employment with DuPage County. A

          Certificate of Recognition for her loyal dedication and service was presented to Ms. Markay.

6. Discussion

Committee Member DiCianni inquired about H.R. Missing Americans Alert Program Act of 2017 as

being a part of DuPage County’s Federal Legislative Priorities. The Resolution was confirmed as one of

the priorities.

7. Action Items

     A. LEG-R-0082-18 RESOLUTION -- Resolution Adopting the County's 2018 Federal

          Legislative Program

          LEG-R-0039-18, Resolution Adopting the County’s 2018 Federal Legislative Program, was

          adopted unanimously. Ms. Markay briefly talked about each legislative priority. The issue of

          Internet Sales Tax was discussed and how it can benefit DuPage County. This issue is currently

          before the United States Supreme Court. Committee Member Krajewski brought up a time

          sensitive issue regarding the Federal Opportunity Zones Program. The Governor can designate a

          portion of eligible Census Tracts as an opportunity zone for investors. Member Krajewski would

          like some of those opportunity zones slated for DuPage. Member Chaplin thanked the Legislative

          Committee for including Environmental Health and Water Quality as a legislative priority item.

8. Old Business

There was no old business.

9. New Business

Committee Member Elliott talked about core values and the importance of ensuring the safety of our

residents. Member Elliott would like DuPage County to take a leadership role in the interest of public

safety. Member Elliott would like the Committee to support SB2247 and take a no position on HB4208,

which takes away police presence in the schools throughout the state. Member Chaplin mentioned SB559

and would like the Committee’s support on this legislation. The Committee will further research these

bills and discuss them at the next meeting.

Committee Member Zay stated that local issues should be handled by local government, not Springfield.

Member Zay would like to communicate with Springfield Legislators on policy that affects the citizens

and revenue of DuPage County.

Member Healy discussed the formation of a new state association, named the Illinois State Association of

Counties. This Association will be present in Springfield and represent the interests of Illinois Counties.
