Wood Dale City Council met Dec. 21.

Here is the minutes provided by the Council:

I. CALL TO ORDER: Mayor Nunzio Pulice called the meeting to order at 7:30 p.m.

II. ROLL CALL: Upon roll call the following were: Present: Aldermen Catalano, Jakab, Messina, Sorrentino, Susmarski, E. Wesley, R. Wesley and Woods along with Mayor Pulice Absent: None Also Present: Legal Counsel Bond, City Manager Mermuys, City Clerk Siebert and Treasurer Porch Whereupon the Mayor declared a quorum present.

III. PLEDGE OF ALLEGIANCE

IV. APPROVAL OF MINUTES: City Council Meeting – December 7, 2017 On a motion by Alderman E. Wesley, seconded by Alderman Jakab, to approve the Regular City Council Meeting Minutes of December 7, 2017, as presented. When the question was put, a roll call vote was taken with the following results: Ayes: Aldermen Catalano, Jakab, Messina, Sorrentino, Susmarski, E. Wesley, R. Wesley and Woods Nays: None Whereupon the Mayor declared the motion carried.

V. COMMUNICATIONS AND PETITIONS:

A. Citizens to Be Heard on Matters Not Listed On Agenda

Mayor Pulice received a letter from Diana Staszel, Cheerleading Coordinator for BWFCA, requesting a donation to support the Junior Varsity cheerleading team to compete in the National Competition at Disney in Orlando, Florida. Mayor Pulice stated this request would be added to the next Council meeting on January 18, 2018.

VI. MAYOR’S REPORT:

Mayor Pulice congratulated Police Chief Vesta and his Police Department on capturing the car-jacking suspects. On behalf of entire City Council and City Staff Mayor Pulice wished all the Residents a very Merry Christmas, a Happy healthy New Year, and to stay safe and enjoy.

VII. CITY MANAGER REPORTED:

The City of Wood Dale was notified that it has won a very prestigious award from APWA, for their work on the Wood Dale and Irving Park Rds. Project. Mr. Mermuys expects to get this Award sometime in February.

VIII. CONSENT AGENDA:

Omnibus Vote

The Mayor questioned if there were any objections to the Consent Agenda, Alderman Woods requested Item 6 being moved to Other Business later in the Agenda. On a motion by Alderman E. Wesley, seconded by Alderman Sorrentino to approve Items 1, 2, 3, 4, 5, 7 and 8 on the Consent Agenda. When the question was put, a roll call vote was taken with the following results: Ayes: Aldermen Catalano, Jakab, Messina, Sorrentino, Susmarski, E. Wesley, R. Wesley and Woods Nays: None Whereupon the Mayor declared the motion carried, approving the following:

1. A Resolution Authorizing The City Of Wood Dale To Enter Into An Insurance Agreement With Brit Specialty Insurance For City General Liability, Employee Benefit Liability And Auto Insurance. (R-17-74)

2. A Resolution Authorizing The City Of Wood Dale To Enter Into An Insurance Agreement With The Hanover Insurance Group, Inc. For City Property And Crime Insurance. (R-17-75)

3. A Resolution Authorizing The City Of Wood Dale To Enter Into An Insurance Agreement With Illinois Public Risk Fund For Worker’s Compensation Insurance (R-17-76)

4. Approval of IT Infrastructure Updates – Pre Erp in the Not-to-Exceed Amount of $127,657.00.

5. Approval of Rear Yard Drainage Program Standard

7. A Resolution Seeking To Approve A Contract Between The City Of Wood Dale And Lakeshore Clean Sweep For Street Sweeping Contract In The Not-To-Exceed Amount Of $180,000.00. (R-17-77)

8. An Ordinance Amending Chapter 5, Section 5.304.A.2 And Section 5.305 Of The Municipal Code Of The City Of Wood Dale Of 1993 To Provide For The Creation Of A Rvg Class Liquor License. (O-17-030)

C. PUBLIC WORKS COMMITTEE:

1. On a motion by Alderman Susmarski, seconded by Alderman Catalano to adopt Ordinance No. O-17-031 being, “An Ordinance Declaring Property Owned By The City Of Wood Dale Surplus For The Purpose Of Selling. When the question was put, a roll call vote was taken with the following results: Ayes: Aldermen Catalano, Jakab, Messina, Sorrentino, Susmarski, E. Wesley, R. Wesley and Woods Nays: None Whereupon the Mayor declared the motion carried.

2. On a motion by Alderman Susmarski, seconded by Alderman Catalano for Approval of Partial Payment Request No. 2 to Misfits Construction, for the Sign Post Installation Project in the Not-to-Exceed Amount of $40,000.00. When the question was put, a roll call vote was taken with the following results: Ayes: Aldermen Catalano, Jakab, Messina, Sorrentino, Susmarski, E. Wesley, R. Wesley and Woods Nays: None Whereupon the Mayor declared the motion carried.

3. On a motion by Alderman Susmarski, seconded by Alderman Catalano for approval of the Purchase of a 2018 Ford F450 Utility Truck in an Amount Not-to-Exceed $51,824.00. When the question was put, a roll call vote was taken with the following results: Ayes: Aldermen Catalano, Jakab, Messina, Sorrentino, Susmarski, E. Wesley, R. Wesley and Woods. Nays: None Whereupon the Mayor declared the motion carried.

D. FINANCE AND ADMINISTRATION COMMITTEE:

1. On a motion by Alderman Messina, seconded by Alderman Woods to pass Resolution No. R-17-78 being, “A Resolution Seeking To Approve An Agreement Between The City Of Wood Dale And Flashing Thunder Fireworks For The 2018 Prairie Fest Fireworks Display In The Not-To-Exceed Amount Of $12,500.00. When the question was put, a roll call vote was taken with the following results: Ayes: Aldermen Catalano, Jakab, Messina, Sorrentino, Susmarski, E. Wesley, R. Wesley and Woods. Nays: None Whereupon the Mayor declared the Motion carried.

2. On a motion by Alderman Messina, seconded by Alderman E. Wesley to adopt Ordinance No. O-17-032 being, “An Ordinance Authorizing The Borrowing Of Funds For The General Municipal Corporate Purposes Of The City Of Wood Dale, County Of Dupage, State Of Illinois”. When the question was put, a roll call vote was taken with the following results: Ayes: Aldermen Catalano, Jakab, Messina, Sorrentino, Susmarski, E. Wesley, R. Wesley and Woods Nays: None Whereupon the Mayor declared the Motion carried.

3. On a motion by Alderman Messina, seconded by Alderman E. Wesley to pass Resolution No. R-17-79 being “A Resolution Affirming And Amending The City Of Wood Dale Sexual Harassment Policy As Set Forth In The City’s Personnel Manual”. When the question was put, a roll call vote was taken with the following results: Ayes: Aldermen Catalano, Jakab, Messina, Sorrentino, Susmarski, E. Wesley, Nays: None Whereupon the Mayor declared the Motion carried.

X. OTHER BUSINESS:

AIRPORT NOISE COMMISSION REPORT

Alderman Jakab thanked the Residents calling in to complain about the Airport Noise, and requested they please continue to call.

STORMWATER COMMISSION REPORT

No Report

XI. ITEMS REFERRED: Item #6 from the Consent Agenda:

On a motion by Alderman Messina, seconded by Alderman R. Wesley to pass Resolution No. R-17-80, being “A Resolution Seeking To Approve A Contract Between The City Of Wood Dale And Mdl Tree Service For The Brush Collection Program In The Not-To- Exceed Amount Of $144,000”. When the question was put, a roll call vote was taken with the following results: Ayes: Aldermen Jakab, Messina, E. Wesley and R. Wesley Nays: Alderman Catalano, Sorrentino, Susmarski and Woods Whereupon Mayor Pulice voted Nay to break the tie. Whereupon the Mayor declared the Motion failed.

On a motion by Alderman Woods, seconded by Alderman Sorrentino to table the motion. When the question was put a roll call vote was taken with the following results: Ayes: Aldermen Jakab, Messina, E. Wesley and R. Wesley Nays: Aldermen Catalano. Sorrentino, Susmarski and Woods Whereupon Mayor Pulice voted Nay to break the tie. Whereupon the Mayor declared the Motion failed.

After much discussion and on a motion by Alderman Sorrentino, seconded by Alderman Catalano to pass Resolution No. R-17-36, being “A Resolution Seeking To Approve A Contract Between The City Of Wood Dale And Superior Ground Services, Inc For The Brush Collection Program In The Not-To-Exceed Amount Of $142,500.00”. When the question was put, a roll call vote was taken with the following results: Ayes: Aldermen Catalano, Sorrentino, Susmarski and Woods Nays: Aldermen Jakab, Messina, E. Wesley and R. Wesley Mayor Pulice voted Aye to break the tie. Whereupon the Mayor declared the Motion carried.

XII. APPROVAL OF LIST OF BILLS – December 21, 2017 - $1,489,057.65 On a motion by Alderman Messina, seconded by Alderman Sorrentino to approve the December 21, 2017 payment of the List of Bills, as presented, in the amount of $1,489,057.65 for the following:

• General Fund $ 415,971.14

• Road & Bridge Fund $ 4,261.42

• Motor Fuel Tax Fund $ 2,142.31

• Tourism Fund $ 38,516.00

• Narcotics Fund $ - - -

• TIF District #1 $ 5,384.75

When the question was put, a roll call vote was taken with the following results: Ayes: Aldermen Catalano, Jakab, Messina, Sorrentino, Susmarski, E. Wesley, R. Wesley and Woods Nays: None Whereupon the Mayor declared the motion carried.

XII. ADJOURNMENT: On a motion by Alderman E. Wesley, seconded by Alderman Susmarski, to adjourn the Regular Minutes of December 21, 2017. When the question was put, a roll call vote was taken with the following results: Ayes: Aldermen Catalano, Jakab, Messina, Sorrentino, Susmarski, E. Wesley, R. Wesley and Woods Nays: None Whereupon the Mayor declared the motion carried and the meeting adjourned at 8:25 p.m.
