Mary Keating answered questions relating to the merge of Psychological Services and the DuPage County Health Department, stating that the staff at Psychological Services will physically stay at 505 N. County Farm Road. Chairman Cronin has reached out to the Chief Judge, Hon. Kathryn E. Creswell, who is supportive of the concept. Ms. Keating, Karen Ayala, Executive Director of the DuPage County Health Department, and Diana Uchiyama, Administrator of Psychological Services plan to meet with the Hon. Kathryn E. Creswell at a later date to discuss the merge.

12. Community Services Update - Mary Keating

Mary Keating, Director of Community Services, distributed the Community Services Annual Report for 2016. Ms. Keating stated this is the second year the report has been designed by the DuPage County Health Department Graphics department and all photos depict actual clients. Since the data is collected through the end of the State calendar year, Ms. Keating said the goal next year is to have the annual report published by late summer. Ms. Keating expressed her appreciation to Joan Olson, DuPage County Communications Manager, and to the graphics department at the DuPage County Health Department for the cohesiveness of the DuPage County publications. The Annual Report is attached hereto and made part of the minutes packet.

Ms. Keating gave an update on the transition of Psychological Services into the DuPage County Health Department, stating the Health Department is in the process of reinstating their Department of Alcohol and Substance Abuse (DASA) license. Staff from Psychological Services are working on the accreditation process for Medicaid billing and have met with the Health Department's Human Resources to answer questions they may have. The goal is for Psychological Services to officially be transitioned to the Health Department effective June 1, 2018.

The utility legislation passed this year includes a provision requiring the utility companies to put more money into energy efficiency programs and recommends they work more closely with organizations that have experience with low income home owners on energy efficiency programs. Discussions revolving around the integration of funds with the state weatherization funds include the possibility to share equipment and software platforms. Currently the weatherization program can only serve homeowners 150% below poverty level, which is a low threshold for the DuPage County population. The new legislation requirements could potentially double the size of the weatherization program and expand the income level of residents that can be assisted. The utility company programs may go up to 80% of area median income, which would be a large expansion of households served.

Chairman Larsen reminded the committee of the Loaves and Fishes Charity Event on November 14, 2017 at Catch 35 Restaurant in Naperville.

A. Community Services Annual Report 2016

13. DuPage Care Center Update - Janelle Chadwick

Janelle Chadwick, Administrator at the DuPage Care Center, announced the Adopt a Resident program for the residents at Christmas time. Almost all residents have been adopted so a wishlist has been established on Amazon for items specific to resident needs such as communication and hearing devices. Chairman Larsen asked Ms. Chadwick to circulate the information to the committee members by email.

Ms. Chadwick stated that tours of the facilities are available to see present improvements and hear about future plans.

The average daily census for October was 332, six over budget and ten over room rates from last year, accomplished by room moves and accommodating all types of referral care needs.

The Care Center is expanding the implementation of their quality assurance performance improvement (QAPI) as required through the Centers for Medicare and Medicaid Services (CMS). QAPI, part of a performance improvement, or quality outcome and improving efficiencies, dovetails nicely with LEAN. The Care Center will be working with Chad Shaffer to expand the education of staff with the LEAN philosophy, with a goal to become more efficient and to accomplish more to drive quality outcomes.
