Gary Grasso introduced Linda Zerwin, Executive Director of Emergency Telephone System Board. She gave a brief explanation of the progress made consolidating twenty-two PSAPs to three. The new Du-Comm facility construction is moving rapidly. Working with the Finance department and the County Auditor's office the ETSB budget lines are being consolidated as well. Ms. Zerwin walked the committee through how those lines are being brought down to zero and the funds transferred to the 5820 equalization fund. Her presentation is attached hereto and made part of the full minutes packet.

P. FI-O-0045-17 Ordinance -- 2017 Tax Levies for Fiscal Year 2018
Member Healy suggested collecting tax on new construction only which would not raise property taxes to the average homeowner. He outlined the benefits of capturing a new construction tax, which many taxing bodies do, and the impact on the county's bond rating. Fluctuating sales tax numbers were discussed. Member Chaplin wanted clarification of what was considered "new" construction. It was explained that it is not just businesses but new homes as well. Craig Dovel, Supervisor of Assessments explained that anyone improving their property would be assessed at the higher value. Member Zay would like to see the levy remain the same. Member Krajewski was in favor of starting the discussion on this topic if not for this year then, perhaps for the next. Member Larsen felt this is an important issue and would be in favor of an ad-hoc committee to look at the issue.

S. FI-R-0486-17 Resolution -- Setting and Approval of the Certified Personnel Total for the DuPage County Sheriff's Office for Fiscal Year 2018 There was concern voiced over this resolution not having numbers attached to it yet. Chairman Fichtner announced that he and the vice chair of Finance, the CFO and others would be meeting with the Sheriff to negotiate numbers. Member Larsen explained the committee is not voting on setting a headcount but voting on the authority to set what the headcount would be once it has been justified by the Sheriff. Member Khouri stated she look at this as accountability and all elected officials should be accountable to the taxpayers.

Paul Rafac, Chief Financial Officer introduced the team that is working on this project which will be brought before the board on November 28th. Mr. Snyder from Ice Miller and Mr. Rachlin from RBC, who will act as a placing agent. Mr. Rachlin explained the financing for the new dispatch center. They are expecting a 2.5 to 2.8% interest rate for 11 to 13 years with an option to prepay at 10 years. The water and sewer would probably be a lower rate and he outlined the yearly savings to be expected.
