City of Oakbrook Terrace City Council met October 24.

Here is the minutes provided by the Council:

I. Call To Order

The Mayor called the October 24, 2017, Regular and Committee of the Whole Meeting of the City Council to order at 7:04 p.m.

II. Roll Call

Roll call indicated the following Aldermen were in attendance:

Present: Esposito, Greco, Przychodni, Swartz, Thomas, Vlach, and Mayor Ragucci Absent: None

Also in attendance were City Clerk M. Shadley, City Administrator A. Marrero, Assistant to the Mayor and Administrator M. Sarallo, and City Attorney R. Ramello.

III. Pledge Of Allegiance

The Mayor led everyone in the Pledge of Allegiance.

IV. Additions Or Deletions To The Agenda

None.

V. Approval Of Minutes – Changes Or Corrections

1. Regular Meeting Minutes Of October 10, 2017.

Motion to approve the minutes of the October 10, 2017 Regular City Council and Committee of the Whole as presented was made by Alderman Esposito and seconded by Alderman Greco.

Alderman Ayes: Esposito, Greco, Przychodni, Swartz, Thomas, and Vlach Alderman Nays: None

Motion passed.

VII. Action Items/Consent Agenda

1. Payment of City Bills: October 24, 2017 In The Amount Of $180,301.05.

4. Resolution No. 17-12: Resolution for Maintenance of Streets and Highways by Municipality Under the Illinois Highway Code (April 30, 2017)

Motion to approve all the items contained on the Consent Agenda for October 24, 2017 as presented was made by Alderman Thomas and seconded by Alderman Przychodni.

IX. Recess To The Committee Of The Whole

Motion to recess to the Committee of the Whole portion of this meeting was made by Alderman Vlach and seconded by Alderman Swartz.

X. Mayor Ragucci

Mayor Ragucci said with the rain, the Children’s Fall Festival held on Saturday, October 14, 2017 had a disappointing turnout. Mayor Ragucci thanked Deputy Clerk Cheryl Downer and her family for helping to move the event inside. Mayor Ragucci suggested an alternate rain- out date for next year. Mayor Ragucci said he will be meeting with Frankie’s Deli to possibly relocate their business to Oakbrook Terrace.

XI. Committee Of The Whole Considerations

1. Presentation by the City’s Hotel, Convention and Visitor’s Bureau

Don Hill, of the Hilton Hotel properties and Chair of the Hotel Commission updated the Council on the Quarter Three (3) performance for the City’s hotels. Hill said more accurate numbers will be provided for the fourth quarter because this is when the LaQuinta Hotel closed last year due to the fire. Hill added the Quarter Four (4) will have better comparables because it will only include the City’s six (6) existing hotels. Hill reported the third quarter occupancy rate was 75.4% and revpar increased by 4% from 2016. Hill noted the City’s hotels will experience some challenges over the next year due to the increased competition from the Chicago market and the new Hyatt House hotel which just opened in Oak Brook.

Hill said the City’s hotels will be featured in the American Bus Association Trade Show at the end of January 2018. Hill said the DCVB will be representing the City’s hotels and a new promo will be featured. Hill indicated he will report back to the Council the results from participating in this tradeshow. Hill noted some of the City’s hotels will be participating in the Salvation Army Red Kettle campaign in November. Hill said he is trying to organize a Salvation Army Week in Oakbrook Terrace and Ditka’s has already committed.

Hill noted the results from this past summer’s Triple AAA campaign are not available yet and he will share with the Council as soon as they are. Hill said they are wrapping up the new promotional videos for the City’s hotels. Hill commented that it looks like Channel 7 news anchor, Judy Hsu, will be the new face of the DCVB and bring good public relations for the hotels throughout the area.

Hill said the Commission is still experiencing low participation from some of the City’s hotels and currently the only hotels consistently attending the meetings are: the Hilton properties, the Comfort Suites, and the Courtyard by Marriot. Hill said he still needs to meet face-to-face with some of the Hotel Commission representatives to discuss the attendance policy.

Hill said all projections are reflecting a strong fourth quarter and similar to past years the first quarter beginning in January of 2018 will be the most challenging for all the City’s hotels.

2. Proposed Surveillance Camera Rebate

Assistant to the Mayor and Administrator Sarallo said the surveillance camera survey results were quite even and the Council discussed some alternatives including an incentive reimbursement for additional residential security cameras for an existing system or a reimbursement for a new security system. Assistant to the Mayor and Administrator Sarallo referenced his memorandum which indicated that homeowners have mainly two (2) options for residential security. The first option is for the security system to be monitored by an outside agency such as ADT or Comcast. The second option is for a homeowner to purchase their own system that is monitored through a smart device using a wireless approach.

City Administrator Marrero said staff recommends an incentive of up to $200 per household. City Administrator Marrero explained this amount will cover an additional camera on an existing security system. City Administrator Marrero said it is up to the Council how much the rebated amount should be.

Alderman Esposito asked if this will be an annual or a one-time rebate. Mayor Ragucci replied this would be a one-time rebate of up to $200. Alderman Greco said he was neutral on this point and does not support offering this rebate program, and would rather offer an overall rebate in another format. Alderman Greco said if the City does proceed with the rebate program then he recommends that the City should not dictate where the residents are required to purchase a security system unless there is a deal. Alderman Greco asked what happens with the rebate program when a house changes owners.

Alderman Vlach expressed concern over the percentage of residents who would participate in the rebate program and what happens to the residents not participating. Alderman Vlach suggested this rebate program has a limited scope and the City would be better off determining the days and times that burglaries occur and increase patrols accordingly. Mayor Ragucci recommended offering the rebate program since the City opted not to install the surveillance cameras. Mayor Ragucci indicated maybe staff can reach out to one of the local businesses to see if a price break could be offered on security systems. Mayor Ragucci said staff will further research the rebate program and report back to the Council.
