Chirico recognized City staff from the Public Works, Police, Fire, Water, and Electric Departments for their outstanding efforts during the recent flood event on Saturday, October 14, 2017.

Coyne recused himself due to a conflict of interest and left the dais from 7:19 p.m. - 7:21 p.m.
Gallahue explained that Council gave direction in 2016 allowing SECA Grant Fund underspend to be applied to the next grant year, asked that authority be revised to allow for the SECA Grant Fund underspend to be made available for the next full grant funding cycle in order accomodate the three-month lag between the end of the grant year and when the City's fiscal year officially closes.

A motion was made by Councilwoman Obarski, seconded by Councilman Hinterlong, that this agenda item be passed as amended to read, "Pass the Ordinance to establish Temporary Traffic Controls and issue a Special Event and Amplifier Permit for the Hometown Holidays/Friends of Little Friends Electric Parade on Saturday, December 2, 2017, allow the Change of Scope requested, approve the use of the underspend from the fiscal year that ended April 30, 2017 to cover City services and charge the event organizer for any remaining shortfall, and going forward the underspend from a particular SECA Grant cycle will be carried forward to the next full SECA Grant cycle available."

1. Pass the Ordinance approving a conditional use for a cell tower in excess of 60’ in height in accordance with Section 6-13-6 (Conditional Use Permits and Variances) of the Naperville Municipal Code for the property located at 2220 W. 83rd Street (Springbrook Golf Course Cell Tower) - PZC 17-1-070.
Ray Shinkle, Naperville, Petitioner and Naperville Park District, explained that Central States Tower III, LLC has submitted a request for a conditional use to install a 130’ tall monopole on the property located at 2220 W. 83rd Street. The property is currently zoned R1, is approximately 160 acres, and is improved with the Springbrook Golf Course as owned and operated by the Naperville Park District. A lease agreement was established between the petitioner and the Naperville Park District in February 2017 in order to locate the proposed wireless facility on the property.
Council discussed tower location, site capacity, number of carriers, and co-location.
Shinkle further explained the primary purpose of the proposed telecommunication tower is to fill a coverage gap in cellular communication for Verizon Wireless users in the area. The tower will also help provide better emergency communication service and give an opportunity for other cellular service providers to co-locate onto the tower.
Vicky Sroczynski, read a statement on behalf on Joe Suchecki, Forest Preserve District of DuPage County volunteer, opposing the proposed conditional use.
Bob Fisher, spoke on behalf on Joe Suchecki, Forest Preserve District of DuPage County volunteer, opposing the proposed conditional use.
Council questioned state and municipal authority in this area.
Ronald Skleney, Wood Dale, spoke against the proposed conditional use.
Mary Lou Wehrli, Commissioner - Forest Preserve of DuPage County, spoke against the proposed conditional use and requested the item be tabled until a consultation with Illinois Department of Natural Resources (IDNR) has occurred.
Shinkle commented on co-location, coverage deficiency, current electric lines near Springbrook Forest Preserve, studies showing no significant bird strikes, obligations regarding bird migratory issues have been met, the proposal is consistent with the coverage objective for two carriers, and meets co-location requirements.
DiSanto stated the letters from the Illinois Nature Preserves Commission and the Bird Conservation Network were just received, cites several statutes, and requested time to review and research federal, state, and local home rule authority on the topic.
Marshall said there has been no dropped 911 calls reported.

Laff explained the credit is applicable for both school and park donations, nothing is due at this time, and staff will update the Owner's Acknowledgment and Acceptance Agreement (OAA).

Naperville Country Estates Property
Obarski discussed a situation where an individual would like to receive city water/sewer but the property is not contiguous to Naperville services. By consensus Council authorized staff to contact the Village of Lisle and bring back a recommendation to amend the current boundary agreement.
