City of Oakbrook Terrace City Council met October 10. 

Here is the minutes as provided by the council:

I. Call to Order

The Mayor called the October 10, 2017, Regular and Committee of the Whole Meeting of the

City Council to order at 7:03 P.M.

II. Roll Call

Roll call indicated the following Aldermen were in attendance:

Present: Esposito, Greco, Przychodni, Swartz, Thomas, Vlach, and Mayor Ragucci

Absent: None

Also in attendance were City Clerk M. Shadley, City Administrator A. Marrero, Assistant to

the Mayor and Administrator M. Sarallo, and City Attorney R. Ramello.

III. Pledge of Allegiance

The Mayor led everyone in the Pledge of Allegiance.

IV. Additions or Deletions to the Agenda

None.

V. Approval of Minutes – Changes or Corrections

1. Regular Meeting Minutes Of September 26, 2017.

Motion to approve the minutes of the September 26, 2017 Regular City Council and

Committee of the Whole as presented was made by Alderman Vlach and seconded by

Alderman Swartz.

Alderman Ayes:Esposito, Greco, Przychodni, Swartz, Thomas, and Vlach

Alderman Nays:None

Motion passed.

VI. Public Participation

Resident Bob Shanahan said the Oakbrook Terrace Lions Club made a donation to the

Hurricane Relief Fund.

VII. Action Items/Consent Agenda

1. Payment of City Bills: October 10, 2017 In The Amount Of $ 131,274.19

2. Ordinance No. 17-24: An Ordinance Decreasing The Number Of Class “A” Liquor

Licenses By One (1), Pursuant To The Provisions Of Title XI (Business Regulations);

Chapter 111 (Food And Beverages); Subchapter Alcoholic Liquor Control, Section

111.012 (Number Of Licenses In Each License Classification), Of The Code Of

Ordinances Of The City Of Oakbrook Terrace, Illinois, As Amended (Greek Islander

Restaurant Inc. d/b/a Greek Islands Restaurant-1S130 Summit)

3. Ordinance No. 17-25: An Ordinance Decreasing The Number Of Class “E” Liquor

Licenses By One (1), Pursuant To The Provisions Of Title XI (Business Regulations);

Chapter 111 (Food And Beverages); Subchapter Alcoholic Liquor Control, Section

111.012 (Number Of Licenses In Each License Classification), Of The Code Of

Ordinances Of The City Of Oakbrook Terrace, Illinois, As Amended (The Noodle Shop,

Co-Colorado Inc. d/b/a Noodles & Company)

Motion to approve all the items contained on the Consent Agenda for October 10,

2017 as presented was made by Alderman Esposito and seconded by Alderman

Greco.

Alderman Nays: None

Motion passed.

VIII. Items Removed from the Consent Agenda

IX. Recess to the Committee of the Whole

Motion to recess to the Committee of the Whole portion of this meeting was made by

Alderman Thomas and seconded by Alderman Vlach.

Alderman Ayes: Esposito, Greco, Przychodni, Swartz, Thomas, and Vlach

Alderman Nays: None

X. Mayor Ragucci

Mayor Ragucci invited everyone to attend the Halloween celebration on Saturday, October

14, 2017 from 12PM to 3PM at Stella Mae Swartz School. Mayor Ragucci stated there was

incident involving a negative review that appeared on the Yelp website. Mayor Ragucci said

the review was more political rather than an actual review and should not be allowed on the

Yelp website. Mayor Ragucci indicated he is working with Yelp to resolve this issue. Mayor

Ragucci said the Holiday Inn dropped their proposal for an addition.

XI. Committee of the Whole Considerations

1. Motor Fuel Tax Program

City Administrator Marrero said the proposed resolutions are for the MFT budgets for

FY 2017 and FY 2018. Marrero explained the resolutions communicate to IDOT the

proposed uses for the City’s Motor Fuel Tax funds.

The Council concurred to place this on the next consent agenda.

XII. Council Member Comments

Alderman Esposito said the Oakbrook Terrace Park District will host a Veteran’s Day event

on Friday, November 10, 2017 at 10AM. Alderman Esposito said it might be difficult for

people to attend this event so early in the day. Alderman Thomas said he would like to honor

a past Mayor with either a park named after him or a street named in his honor. Mayor

Ragucci said the City is planning on a memorial area on the west side of the City Hall

building. Mayor Ragucci said the City may also consider renaming one of the streets in this

past Mayor’s honor.

Alderman Vlach said the Council has discussed making a donation to the hurricane victims.

Vlach noted the parishioners at Ascension Church in Oakbrook Terrace, donated $6,000

towards the Hurricane relief efforts.

None.

XV. City Administrator Marrero

None.

XVI. Reconvene the City Council Meeting

Motion to reconvene the City Council meeting was made by Alderman Przychodni and

seconded by Alderman Esposito.

Alderman Ayes: Esposito, Greco, Przychodni, Swartz, Thomas, and Vlach

Alderman Nays: None

Motion passed.

XVIII.Recess to Executive Session

1. Motion to recess to Executive Session to discuss Closed Session Pursuant To Section

2 (c) (21) Discussion Of The Approval Of Closed Session Meeting Minutes And

Semi-Annual Review Of The Closed Session Meeting Minutes Mandated By Section

2.06 Of The Open Meetings Act, was made by Alderman Vlach and seconded by

Alderman Thomas.

Alderman Ayes: Esposito, Greco, Przychodni, Swartz, Thomas, and Vlach

Alderman Nays: None

Motion passed.

XIX. Executive Session

1. Closed Session Pursuant To Section 2 (c) (21) Discussion Of The Approval Of Closed

Session Meeting Minutes And Semi-Annual Review Of The Closed Session Meeting

Minutes Mandated By Section 2.06 Of The Open Meetings Act.

Motion to reconvene the City Council meeting was made by Alderman Przychodni and

seconded by Alderman Esposito.

2017.

Motion To Approve Certain Closed Session Minutes From April 2017 to

September 2017 was made by Alderman Thomas and seconded by Alderman

Vlach.

Alderman Ayes: Esposito, Greco, Przychodni, Swartz, Thomas, and Vlach

Alderman Nays: None

Motion passed.

2. Resolution No 17-11: A Resolution To Authorize The Release Of Certain Executive

Session Minutes For Meetings In The Years 1995-2017 Of The City Council Of The

City Of Oakbrook Terrace, Illinois.

Motion Approve Resolution No 17-11: A Resolution To Authorize The Release Of

Certain Executive Session Minutes For Meetings In The Years 1995-2017 Of The

City Council Of The City Of Oakbrook Terrace, Illinois was made by Alderman

Greco and seconded by Alderman Esposito.
