DuPage County Animal Care and Control Committee met October 3.

4. Chairman's Remarks
Chairman Krajewski discussed some potential upcoming bills regarding Good Samaritan laws
and pets in locked cars. The bill would enable a citizen to break the window if the pet is
showing distress without fear of retribution.

7. Old Business
The Committee congratulated Dr. Barbara Hanek, Administrator Veterinarian, on her one year
anniversary in the role.
8. New Business
Dr. Hanek introduced the shelter's new Operations Manager, Laura Flamion. Ms. Flamion was
the former president of DuPage Animal Friends Foundation. She will be working part time until
December. Dr. Hanek also informed the Committee about a new opportunity to receive a
donated specialty vehicle that can be used for spay and neuters, vaccination clinics, educational
events, and respond with emergency care in environmental and disaster areas.
Member Wiley brought up a dog bite in his District. The animal was confined to their property
with a privacy fence in place and the victim was bitten when their hand went over the fence. Per
State statute, because the dog was confined on their owner's property, Animal Care & Control
cannot deem the dog dangerous. Member Wiley stated that the IL State rules on such matters are
ambiguous and asked if we should clarify in our County ordinances. Due to the fact that these
are State statutes, the County is unable to change or modify. However, if the City where the bite
took place is home ruled, they can amend the language on their own rules.
