City of Oakbrook Terrace City Council and Committee of the Whole met Aug. 22.

Here is the minutes provided by the Council and the Committee:

I. Call to Order

The Mayor called the August 22, 2017, Regular and Committee of the Whole Meeting of the City Council to order at 7:00 P.M.

Ii. Roll Call

Roll call indicated the following Aldermen were in attendance:

Present: Esposito, Greco, Przychodni, Swartz, Thomas, Vlach, and Mayor Ragucci Absent: None

Also in attendance were City Clerk M. Shadley, City Administrator A. Marrero, Assistant to the Mayor and Administrator M. Sarallo, and City Attorney R. Ramello.

Iii. Pledge Of Allegiance

The Mayor led everyone in the Pledge of Allegiance.

Iv. Additions or Deletions to the Agenda

None.

V. Approval of Minutes – Changes or Corrections

1. Regular Meeting Minutes of August 8, 2017.

Motion to approve the minutes of the August 8, 2017 Regular City Council and Committee of the Whole as presented was made by Alderman Vlach and seconded by Alderman Swartz.

Alderman Ayes: Esposito, Greco, Przychodni, Swartz, Thomas, and Vlach Alderman Nays: None

Motion passed.

Vii. Action Items/Consent Agenda

1. Payment of City Bills: August 22, 2017 In The Amount Of $102,988.69. 2. Treasurer’s Report July 2017.

3. Personnel & Payroll Report July 2017. 4. Ordinance No. 17-23: An Ordinance Approving And Authorizing The Execution

Of An Amendment For The Extension Of The Agreement For Residential And Commercial Collection, Transportation And Disposal Of General Refuse And Landscape Waste And The Collection, Transportation And Sale Of Recyclable Materials In The City Of Oakbrook Terrace, Illinois.

Motion to approve all the items contained on the Consent Agenda for August 22, 2017 as presented was made by Alderman Przychodni and seconded by Alderman Esposito.

Ix. Recess to the Committee of the Whole

Motion to recess to the Committee of the Whole portion of this meeting was made by Alderman Greco and seconded by Alderman Esposito.

X. Mayor Ragucci

Mayor Ragucci indicated he along with Alderman Vlach attended the ribbon cutting of Way Back Burgers this past week. Mayor Ragucci stated resident and former employee Lori Dvorak passed away over the weekend and offered his condolences to her family. Mayor Ragucci noted the property owner at 1575 Addison requested several homes along Addison and 15th Street be annexed into the City of Oakbrook Terrace. Mayor Ragucci said the homes are very nice, but annexation would provide no benefit for the City. Mayor Ragucci also recommended City Attorney Ramello research de-annexing Stevenson School from the City limits.

Xi. Committee of the Whole Considerations

1. Presentation By The Hotel Commission.

Don Hill, of the Hilton Hotel properties and Chair of the Hotel Commission updated the Council on the January through June 2017 performance for the City’s hotels. Hill noted June 2017 was a great month for the hotels. Hill reported the hotels experienced occupancy rates of 88% for June and 72% for the year. Hill said through June 2017, revenue per available room (revpar) increased by 13%. Hill said some of the data is skewed due to the temporary closure of the La Quinta hotel. Hill asked Mayor Ragucci about the status of the improvements to the La Quinta property. Mayor Ragucci replied there are two (2) potential buyers for the property and it will probably remain a La Quinta Hotel.

Hill said the DCVB will represent the City’s hotels at the American Bus Association Marketplace trade show in January of 2018 in Charlotte, North Carolina. Hill said the Commission also tentatively discussed participating in the National Tour Bus Association trade show in November of 2018. Hill said his hotel hosted a middle school from China through the DCVB’s recent international travel initiative. Hill said this trip brought in about $11,000 in new revenue. Hill said he hopes this partnership continues to blossom.

Hill said he will share the AAA Summer campaign results with the Council in October. Hill said the new hotel videos should be completed by September and will improve social media efforts. Hill said a new attendance policy has been implemented whereby hotels are required to attend eight (8) of the eleven (11) Hotel Commission meetings each year. Hill explained that failure to attend these meetings will remove the hotel from some of the marketing allocations.

Hill said the Commission discussed a future partnership with the Salvation Army later this year. Hill commented that the DCVB is starting a Sports Commission, which will be a big opportunity for growth for the City’s hotels. Hill said he recently accepted the position of Vice Chairman with the DCVB Board of Directors. Hill said the City’s hotels will continue to be his top priority.

Xii. Council Member Comments

Alderman Greco said recently a tree fell down across Nimitz Road and the Oakbrook Terrace Park District responded quickly to remove the tree. Alderman Thomas recommended the City coordinate a holiday decorating program for the residential community and offer prizes to the top three (3) decorated homes. Mayor Ragucci said this is something staff can work on. Alderman Vlach said he attended the Way Back Burger grand opening and suggested the City cater to these businesses. Alderman Swartz indicated he recently read an article about salmonella and the article concluded that many of the recent outbreaks of this disease were caused by chicken coups in residential areas.

Motion to reconvene the City Council meeting was made by Alderman Esposito and seconded by Alderman Greco.

Motion to adjourn was made by Alderman Thomas and seconded by Alderman Vlach at 7:29PM.
