City of Oakbrook Terrace City Council and Committee of the Whole met August 8

City of Oakbrook Terrace City Council and Committee of the Whole met Aug. 8.

Here is the minutes provided by the Council and the Committee:

I. Call to Order

The Mayor called the August 8, 2017, Regular and Committee of the Whole Meeting of the City Council to order at 7:00 P.M.

Ii. Roll Call

Roll call indicated the following Aldermen were in attendance:

Present: Esposito, Greco, Przychodni, Swartz, Thomas, Vlach, and Mayor Ragucci Absent: None

Also in attendance were City Clerk M. Shadley, City Administrator A. Marrero, Assistant to the Mayor and Administrator M. Sarallo, and City Attorney R. Ramello.

Iii. Pledge Of Allegiance

The Mayor led everyone in the Pledge of Allegiance.

Iv. Additions or Deletions to the Agenda

None.

V. Approval of Minutes – Changes or Corrections

1. Regular Meeting Minutes of July 25, 2017.

Motion to approve the minutes of the July 25, 2017 Regular City Council and Committee of the Whole as presented was made by Alderman Vlach and seconded by Alderman Thomas.

Ayes: Esposito, Greco, Przychodni, Swartz, Thomas, and Vlach Nays: None

Motion Passed.

Vi. Public Participation

None.

Vii. Action Items/Consent Agenda

1. Payment of City Bills: August 8, 2017 In The Amount Of $108,246.83. 2. Resolution No. 17-7: A Resolution Awarding And Authorizing The Execution Of A Contract For The 2017 Curb Replacement Project For The City Of Oakbrook Terrace, Illinois. 3. Resolution No. 17-8: A Resolution Approving And Authorizing The Execution Of An Illinois Elevator Safety Program Agreement Between The Office Of The State Fire Marshal Of Illinois And The City Of Oakbrook Terrace, Illinois.

Motion to approve all the items contained on the Consent Agenda for August 8, 2017 as presented was made by Alderman Swartz and seconded by Alderman Thomas.

Ayes: Esposito, Greco, Przychodni, Swartz, Thomas, and Vlach Nays: None

Motion passed.

Viii. Items Removed from the Consent Agenda

None.

Ix. Recess to the Committee of the Whole

Motion to recess to the Committee of the Whole portion of this meeting was made by Alderman Esposito and seconded by Alderman Przychodni.

Ayes: Esposito, Greco, Przychodni, Swartz, Thomas, and Vlach Nays: None

Motion passed.

X. Mayor Ragucci

Ragucci thanked everyone for attending the National Night Out on August 1, 2017. Mayor Ragucci said about 20 to 30 more people attended this year’s event.

Xi. Committee of the Whole Considerations

1. Flood Brothers Waste Hauling Agreement Extension.

Bob Flood, President of Flood Brothers addressed the Council and stated his company serves seven (7) other communities besides Oakbrook Terrace. Flood thanked the Council for their business and noted much of his company’s success is due to Oakbrook Terrace. Flood indicated the new Flood Brothers office will be located on 14th Street in Oakbrook Terrace at the former Circle Hardware building. Vlach indicated the City appreciates Flood Brothers service to the community. Mayor Ragucci said Flood Brothers is a great partner to the City and their response time is excellent.

Ramello said for a number of years the City has contracted with Flood Brothers to collect residential and commercial garbage. City Attorney Ramello noted residents currently do not pay for garbage service. City Attorney Ramello said back in 2012 the City extended the contract for an additional five (5) years and this term expires on August 31, 2017. City Attorney Ramello noted the proposed ordinance will extend the contract another five (5) years from September 1, 2017 through August 31, 2022. City Attorney Ramello said the contract provides for a 2.49% annual rate increase for the commercial customers, which is effective October 1, 2017.

Alderman Thomas said Flood Brothers has always resolved any of his complaints. Alderman Esposito said this is one of the best contracts in the City and thanked Flood for all they do for the City.

The Council concurred to place this on the next consent agenda.

Xii. Council Member Comments

Alderman Esposito said he heard a complaint about the landscaping along Spring Road by the Drury Lane. Alderman Esposito asked if the landscaping at this location will be improved. City Administrator Marrero replied the landscaping at this location is scheduled for replacement.

Alderman Thomas asked if historical information will be included in the upcoming editions of the Terrace Leaves newsletter. Mayor Ragucci replied the Oakbrook Terrace Historical Society is working with Cheryl Downer on this.

Alderman Vlach asked about the status of the residential security camera survey responses. Mayor Ragucci said the surveys are due back by August 28, 2017. City Administrator Marrero reported the City has received many responses.

Alderman Swartz asked about the status of the traffic enforcement cameras. Mayor Ragucci replied the cameras are operational and a summary of the camera activity will be included in the monthly police report.

None.

Xv. City Administrator Marrero

None.

Xvi. Reconvene The City Council Meeting

Motion to reconvene the City Council meeting was made by Alderman Greco and seconded by Alderman Esposito.

Ayes: Esposito, Alderman Greco, Przychodni, Swartz, Thomas, and Vlach Nays: None

Motion Passed.

Xvii. Old Business

None.

Adjourn

Motion to adjourn was made by Alderman Przychodni and seconded by Alderman Greco at 7:20PM.

Motion carried unanimously.
