Here is the minutes provided by the Committee:

1. Call to Order

10:15 am meeting was called to order by Chair Robert L Larsen at 10:24 am. Chairman Larsen called the meeting to order and noted that Member Grasso, attending via telephone, will be a non voting member. Member Grasso asked to let the record show that he was called out to trial and had to leave.

1. FM-P-0353-17 Recommendation for the approval of a contract purchase order to CDM Smith, to provide Professional Electrical Engineering Services for the DuPage Care Center and for the JTK Administration Building, and as needed for the County Complex, for Facilities Management, for the period August 23, 2017 through November 30, 2019, $65,000 for the DuPage Care Center and $25,000 for Facilities Management, for a total contract amount not to exceed $90,000.00. Professional Services (Architects, Engineers & Land Surveyors) vetted through a qualification based selection process in compliance with the Illinois Local Government Professional Services Selection Act, 50 ILCS 510/et. seq.

A. Budget Transfers -- Community Services - Low Income Home Energy Assistance Program (LIHEAP) - To provide for the payment of overtime and benefit payments to LIHEAP grant staff charged to U.S. HHS grant award 16-224028, through the grant term ended June 30, 2017 - $20,000.00

B. Budget Transfers -- Community Services - United Stated Department of Housing and Urban Development (HUD) Homeless Management Information System (HMIS) Grant - To move the remaining funds in budget lines 53090 and 53260 to spend the remaining funds in the HUD HMIS grant - $244.00

9. Travel Requests - Overnight - Require County Board Approval:

Authorization to Travel -- Community Development Assessor/Final Inspector to attend the exam prep class and complete exam for the Healthy Homes Evaluator Certification as an Illinois Home Weatherization Assistance Program (IHWAP) requirement for the Weatherization Program in Champaign, Illinois from September 4, 2017 through September 8, 2017. Expenses to include lodging, miscellaneous (parking, mileage, etc.), and per diem for approximate total of $901.61. Grant funded.

12. Dupage Care Center Update - Janelle Chadwick

Janelle Chadwick, Administrator of the DuPage Care Center, stated she is continuing learning and observation in her new role as administrator. The Care Center is implementing the structure and survey preparation process for their annual survey. Additionally, the DuPage Care Center completed their Centers for Medicare and Medicaid Services (CMS) Phase II, quality assurance performance improvement plans. The next step is for the team to develop their individual improvement plans and Plan, Do, Study, and Act (PDSA) models.

Member Chaplin expressed concern regarding staff handling the additional responsibility of administering the 30-day opioid drug treatment program that was discussed at the August 8, 2017 County Board meeting. The program collaboration between the DuPage County Health Department and Psychological Services will require the medication portion of Vivotrol be administered from the Health Department and the behavioral health counseling treatment coming from Psychological Services.

Ms. Keating replied that the capacity of the staff was taken into consideration and the program will not be launched without adequate resources to administer the program. She added that, by law, the prescribing physician is restricted to treat only 26 patients in the Vivitrol program the first year, keeping the initial caseload to a minimum. It is also Medicaid reimbursable so county funds will not be compromised.

Karen Ayala, Executive Director of the DuPage County Health Department, added that as they launch the new program, they will be identifying the requirements and competing pressures to help determine how to best utilize the training and capabilities of the existing staff. Additionally, the Health Department is working hard to educate the physicians prescribing the pain meds, using the recently issued CDC guidelines for acute pain as a resource for establishing treatments.

Chairman Larsen commended Mary Keating and Karen Ayala for their collaboration on the opioid drug treatment program and using the abilities of staff at hand to administer the treatment.
