DuPage County Strategic Planning Committee met August 22.

Here is the minutes provided by the Committee:

1. Call to Order

9:30 am meeting was called to order by Chairman Gary Grasso at 9:32 am.

Chairman Grasso called the meeting to order. Member Kevin Wiley is currently on active duty, but he attended the meeting via telephone, and a motion was made to approve Mr. Wiley as a voting member for purposes of today’s meeting. Member Tornatore so moved, Member Chaplin seconded, motion carried, all ayes.

3. Chairman's Remarks

Chairman Grasso noted that today’s meeting will include a review of the County’s progress in implementing the strategic plan during the current fiscal year. Also on the agenda is an informational item to implement a LEAN training initiative in the Information Technology department in September.

Mr. Grasso announced that this is his last meeting as Chairman of the committee; pending approval of the new committee assignments by the County Board at today’s meeting, Member Janice Anderson will assume the role of the new Chairperson of the Strategic Planning Committee.

6. FY2017 Strategic Plan Implementation Summary

Chad Shaffer distributed copies of the report, “DuPage County FY2017 Strategic Initiative Implementation Summary.” This report summarizes the strategic initiative updates provided to parent committees in FY2017. The summary lists each initiative alphabetically by department under the strategic imperative it seeks to impact (those imperatives are Quality of Life; Financial Planning; Customer Service; ACT Initiative; Economic Growth). Each initiative lists key actions taken by County departments. Some highlights include: the Building and Zoning department’s launch of the Revitalization Program (under “Quality of Life”); the Community Services department’s development of a medication-assisted drug treatment pilot program partnering with the Health Department and Drug Court (under “Financial Planning”); the Human Resources department’s rollout of the Employee Self-Service module for County employees in 2017 (under “Customer Service”); and the County’s collaboration with the Forest Preserve District on a variety of projects to share resources and cooperatively purchase goods, which today has generated over $275,000.00 in efficiencies (under “ACT Initiative”). Mr. Shaffer noted that the report will be sent to the entire County Board with a memo from Chairman Grasso. Departments will continue implementing their strategic initiatives and providing updates to their parent committees through the remainder of 2017. Their progress will continue to be monitored, and the implementation summary report will be updated at the end of the fiscal year.

This fall, departments will be asked again to identify up to five strategic initiatives to carry out the County’s strategic plan and outline a plan for implementation during Fiscal Year 2018.

7. Informational Item

Member Tornatore moved to accept and place on file a recommendation to approve informational item TE-P-0362-17; Member Chaplin seconded; motion carried, all ayes.

1. TE-P-0362-17 Recommendation for the approval of a contract purchase order to Dospil and Associates for LEAN training services, for Information Technology, for a contract total amount of $38,025.00. Other Professional Service not subject to competitive bidding per 55 ILCS 5/5-1022(a). Vendor selected pursuant to DuPage County Code Section 2-300.4-108 (1) (b).

8. Old Business

Member Anderson inquired of Chairman Grasso about the status of the proposal to consolidate the fire and police operations of Burr Ridge and Willowbrook. The Chairman replied that he will continue to advocate for fire department consolidation and explore the possibility of a police department consolidation as well.
