11. Community Services Update - Mary Keating

Mary Keating, Director of Community Services, per request of Tom Cuculich, DuPage County Administrator, compiled information regarding the federal funds that pass through the state to Community Services. Ms. Keating stated that there are 97 employees in Community Services with a $200,000 bi-weekly payroll that are dependent on the pass through funds. She added that with no budget last year, the state appropriated specifically to allocate 100 per cent of the federal funds be distributed but there is no indication they will repeat the appropriation this year. Staff concluded there is no expense to the state to appropriate the pass through funds.

12. Dupage Care Center Update - Jennifer Ulmer

Jennifer Ulmer, Administrator of the DuPage Care Center, stated that her replacement as the Administrator has been selected, Janelle Chadwick. There will be not be an overlap in employment but Ms. Chadwick will meet with Ms. Ulmer a couple of days to go over some key details. Anita Rajagopal, Assistant Administrator, will serve as the interim Administrator during the ten day lapse in the Administrator position.

Ms. Ulmer added that she is preparing her preliminary FY2018 budget plans before she leaves, which she will present at the July 11 Health and Human Services meeting. With no state budget, there is no clear direction for the Medicaid reimbursement rates. Ms. Ulmer's budget preparation will be based on the assumption that there will be some level of cuts. There is also no indication that the lack of the state budget will prohibit Medicaid reimbursements from coming through as it has not been hindered the last two years with no budget in place. The repeal of the Affordable Care Act is anticipated to have impact on Medicaid but it remains unclear if anything will happen during this current session. If and when a new healthcare bill is passed, it will take time to understand the direct impact to providers.

Member Grasso observed that Illinois has been operating over two years without a budget and asked what the severest impact of operating without a budget has been. Mary Keating stated that there is a decrease in some of the state general revenue funds to the Seniors department but Community Services is more dependent on federal funds that pass through the state. Chairman Larsen stated that there is the potential of state bankruptcy. He added that the situation causes uncertainty; such as the impact to the Board of Health accepting grant monies and providing services that may not be reimbursed, budgeting for LIHEAP, and staffing the DuPage Care Center based on the Medicaid reimbursement being unstable. Member Grasso concluded that he had expected a more dramatic statement of economic loss within the state to prompt the state legislators to develop a budget.
