5. Consider a Resolution of the Village of Villa Park, DuPage County, Illinois, To Award a

Contract to Active Transportation Alliance to Provide a Bicycle Master Plan for the Village in an Amount Not to Exceed $20,020

Active Transportation Alliance is a not-for-profit organization dedicated to improving the network of regional trails by reviewing the existing conditions, engaging public input and recommending a plan that includes pedestrian and bicycle friendly improvements. Staff recommends working together with Active Transportation Alliance to commence Phase 1 of a Master Plan. Project costs would be divided between fiscal years; $10,000 would be paid out of Fiscal Year 2016-2017 from account number 10.514.00.292, and the remaining $10,020 would be paid from Fiscal Year 2017-2018 from the same account number.

6. Consider a Resolution of the Village of Villa Park, DuPage County, Illinois, Authorizing Agreements with Benefit Providers

The Village has insurance coverage for their employees, retirees, and other covered employees that renews on July 1, 2017. Currently no rate changes are proposed for the Village’s health care coverage, which is offered through Blue Cross and Blue Shield of Illinois, or for the self-insured dental plan offered through Delta Dental of Illinois. Other providers up for plan renewal include Fort Dearborn Life, Vision Service Plan, Linden Oaks Behavioral Health, and IRS Section 125 Flexible Benefit Services. The total expense for these services is $2,935,864; the Village contribution equates to $2,122,875. The Village also sponsors wellness programs through CHC Wellness and Virgin Pulse, for which the Village’s cost is approximately $39,475. The FY 2018 budget provides funding for these benefits.

7. Consider a Resolution of the Village of Villa Park, DuPage County, Illinois, Approving an Escrow Agreement with Thornton’s Inc.

Thornton’s Inc. would like to redevelop the northeast corner of Roosevelt Road and Euclid Avenue; however, part of the property is in the City of Oakbrook Terrace (OBT). OBT has agreed to de-annex this property and Villa Park would annex the parcels in exchange for sales tax revenue. Thornton’s is willing to place funds in an escrow account to cover the cost of preparing an Intergovernmental Agreement between the City of Oakbrook Terrace and the Village of Villa Park. Staff recommends approval of the escrow account in effort to move ahead with the IGA with OBT.

8. Consider a Resolution of the Village of Villa Park, DuPage County, Illinois, to Approve an Intergovernmental Agreement with Metra and the Village for Metra Station Improvements

Metra station landscaping retaining walls, located on the north side of the train tracks, are failing and the sidewalks are in need of improvement. This project includes replacement of sidewalks, retaining walls, and the installation of a 20’x20’ concrete pad for the addition of a bike shelter area. Staff met with Metra officials, who offered grant funding to assist with the project. Staff recommends that the Village and Metra enter into an Intergovernmental Agreement to complete the project, estimated to cost $92,022.50. Metra will provide grant funding in the amount of $77,022.50, and the Village would be responsible for $15,000.00, which will be taken from account number 10.517.00.402.

9. Consider a Resolution of the Village of Villa Park, DuPage County, Illinois, Approving an Agreement Amending and Reinstating a Real Estate Sale Contract on January 2, 2017, the Village signed a contract to sell the Village owned surplus property at 257-277 E. North Avenue to XSport Fitness. Due to unresolved issues with American Tower that directly impact the proposed project, the contract purchaser elected to terminate the contract. XSport has waived the Inspection Period, plans to post the $75,000 earnest money and is requesting the Village rescind the contract termination allowing the contract to be reinstated and the project for a health and fitness facility to move forward.

10. Consider a Resolution of the Village of Villa Park, DuPage County, Illinois, Approving the Capital Improvement Plan for the Fiscal Years 2018 – 2022

The FY2018-2022 five-year Capital Improvement Plan (CIP) is a multi-year planning instrument used by the Village to identify needed capital projects and to coordinate the financing and timing of these capital improvements in such a way that maximizes the return to the public. The proposed CIP encompasses all single and multi-year capital projects with costs of $25,000 or more and with a life expectancy of at least twenty years, and includes all projects in this year’s budget and planned projects for the next five years. Revenues to fund this program will come from referendum-approved bond proceeds, a dedicated half-cent non- home-rule sales tax, water supply and wastewater funds, grants, loans, drainage fees, TIF revenues and corporate fund transfers. A copy of the draft CIP was provided to members of the Board in March of 2017, and may also be found on the Village’s website in the Document Center.

11. Consider an Ordinance of the Village of Villa Park, DuPage County, Illinois, Approving an Increase in the Sales Tax Rate

With the successful sales tax referendum, it is necessary for the Village Board to adopt the attached ordinance to implement the new sales tax rate. The attached ordinance needs to be approved and filed prior to May 1, 2017 and will be effective July 1, 2017. This will bring the total tax rate for general merchandise to 8.0%, which is the same rate as Lombard, Elmhurst, Addison, and Oakbrook Terrace.

12. Consider an Ordinance of the Village of Villa Park, DuPage County, Illinois, Terminating the North/Ardmore Redevelopment Project Area (TIF 1 – Target)

In 1994 the Village approved the North/Ardmore TIF District, often referred to as the Target TIF, or TIF 1. That TIF has expired, and all affected taxing districts have been notified. There are no additional taxes or revenues that will come into the TIF fund, and there are no further obligations to the fund, so it is necessary to take formal action to terminate the TIF. All funds have been expended or transferred to the adjacent TIF 3 (North Avenue TIF) for projects or debt service, so there are no surplus funds to distribute to taxing districts. Staff recommends that this action be finalized prior to the end of the fiscal year to avoid future required audits after FY17.

5. First and Final Reading of an Ordinance of the Village of Villa Park, DuPage County, Illinois, Approving a Variation for a Front Yard, Rear Yard, Lot Coverage, and a Front Facing Garage Width at 220 W. Jackson Street

Petitioner is seeking approval of a variance request to allow the construction of a new single- family home that will encroach into the front and rear yard setbacks, exceed lot coverage, and exceed the maximum street facing garage width. At the public hearing on April 13, 2017, no one spoke in opposition to the request and the Planning & Zoning Commission unanimously recommended approval of the variance request.

6. First and Final Reading of an Ordinance of the Village of Villa Park, DuPage County, Illinois, Approving a Special Use for a Private School at 29 E. St. Charles Road

Petitioner is seeking approval of a Special Use to operate a private school adjacent to the Jewel Food Store at 29 E. St. Charles Road. On April 13, 2017 following a public hearing in which no one spoke in opposition to the request, the Planning & Zoning Commission unanimously recommended approval. Additionally, the Traffic & Safety Committee also reviewed the request and made a recommendation to concur with staff on the listed conditions.

8. First and Final Reading of an Ordinance of the Village of Villa Park, DuPage County, Illinois, Approving a Preliminary Planned Unit Development (PUD) at 257-277 East North Avenue

Petitioner is seeking consideration of a Preliminary Planned Unit Development for XSport Fitness to be located at 257-277 East North Avenue. On April 13, 2017, the Planning & Zoning Commission held a public hearing on this request. No one spoke in opposition to the request and the Planning & Zoning Commission unanimously recommended approval to the Village Board. As a Preliminary PUD, a Final PUD would need to be approved prior to any construction.

Second and Final Reading of an Ordinance of the Village of Villa Park, DuPage County, Illinois, Adopting an Annual Budget for the Village of Villa Park for all Corporate Purposes, in Lieu of an Annual Appropriation Ordinance, for the Fiscal Year Commencing on May 1, 2017 and Ending on April 30, 2018

The Village’s FY 2018 budget ordinance provides for the continued provision of Village services, as well as significant capital investment as discussed during the Village’s budget workshops held in March 2017 and at the public hearing held on April 10, 2017.
