City of Batavia Board of Fire & Police Commissioners met March 7.

Here is the minutes provided by the Board:

The meeting of the Batavia Fire & Police Commission was called to order at 2:01 p.m.

Roll Call: 

-Members Present: Nancy Vance, Chairman; Dennis Anderson, Secretary

-Members Absent: Randy Zies, Commissioner

-Guests: Deputy Chief Dan Eul; Randy Deicke, Fire Chief, Joanne Miller;

Recording Secretary

Approve Previous Meeting Minutes:

Motion: To accept the minutes of the Regular Meeting of February 2, 2017 as presented.

Maker: Anderson

Second: Vance

Voice Vote: 2 Ayes, 0 Nays, 1 Absent. All in favor. Motion carried.

Motion: To accept the minutes of the Executive Session of February 2, 2017 as presented.

Maker: Anderson

Second: Vance

Voice Vote: 2 Ayes, 0 Nays, 1 Absent. All in favor. Motion carried.

Correspondence:

Motion: To approve 1st invoice from Trotsky Polygraph for 5 Police candidates in the amount of $130 each for a total of $650 dated February 18, 2017.

Voice Vote: 2 Ayes, 0 Nays, 1 Absent. All in favor. Motion carried.

Motion: To approve 2" invoice from Attorney John Broihier for attending our last meeting on February 2, 2017 for 2.5 hours at a total of $500, dated March 2, 2017.

Voice Vote: 2 Ayes, 0 Nays, 1 Absent. All in favor. Motion carried.

Letter of Commendation for Lifesaving Award:

The Commissioners would like to congratulate the officers who received the Lifesaving Award Commendation from February 2, 2017 for Richard Hall, Jamielynn Goschey and William Thrun.

Old Business:

Derek Heisler and his wife joined the meeting at 2:05 p.m.

Motion: To approve the appointment of Derek Heisler to the position of Probationary fulltime Firefighter/Paramedic with the Batavia Fire Department effective March 13, 2017.

Voice Vote: 2 Ayes, 0 Nays, 1 Absent. All in favor. Motion carried.

New Business:

Deputy Chief Daniel Euljoined the meeting at 2:14 p.m.

Commissioners would like to table the discussion on the Police Hiring Process until the next special meeting on March 16, 2017 at 5:30 p.m.

-Hiring of Police Candidate:

Police candidates who are interviewing today: Steven Evans, Elizabeth Webb, Paul Cofer, Nicholas Leonard

The Board entered into Executive Session at 2:35 p.m.

Motion: To enter into Executive Session for personnel reasons.

The Board entered into Open Session at 6:05 p.m.

Motion: To return to Open Session at 6:05 p.m.

Voice Vote: 2 Ayes, 0 Nays, 1 Absent. All in favor. Motion carried. 

Discussion was held on the current status of the Police Officer Eligibility List.

Motion: To remove the following candidates from the Police Officer Eligibility list per their request and are now determined to be ineligible for any further consideration as a police patrol officer with the City of Batavia Police Department: James Eisterhold, Andrew Boccassini, Daniel Vera, Thomas Hess, Armando Lopez, Matthew Drendel, Samuel Hahn, Robert Hawco and Emily Hinkle.

Voice Vote: 2 Ayes, 0 Nays, 1 Absent. All in favor. Motion carried.

Motion: That Matthew Ikemire be determined to be ineligible for any further consideration as a police officer with the City of Batavia Police Department.

Voice Vote: 2 Ayes, 0 Nays, 1 Absent. All in favor. Motion carried.

Motion: To grant a first pass to the following candidates from the Police Officer Eligibility list for consideration as a police patrol officer with the City of Batavia Police Department: Aaron Kleinmaier, Dwayne Edwards, Jason Hogan, Scott Cesario, and Mark Garcia

Maker: Vance

Second: Anderson

Voice Vote: 2 Ayes, 0 Nays, 1 Absent. All in favor. Motion carried.

Motion: That Steven Evans has been determined to be ineligible for any further consideration as a police officer with the City of Batavia Police Department.

Voice Vote: 2 Ayes, 0 Nays, 1 Absent. All in favor. Motion carried.

Motion: That based on the Batavia Police Department receiving authorization to hire a Probationary Police officer, we grant Elizabeth Webb a position as a Probationary Police Officer based upon the successful completion of a psychological examination, medical examination and a vacancy for a Probationary Police Officer.

Voice Vote: 2 Ayes, 0 Nays, 1 Absent. All in favor. Motion carried.

Motion: That Paul Cofer has been determined to be ineligible for any further consideration as a police officer with the City of Batavia Police Department.

Voice Vote: 2 Ayes, 0 Nays, 1 Absent. All in favor. Motion carried.

Motion: To Grant Nicholas Leonard a position as a Probationary Police Officer based upon the successful completion of a psychological examination, medical examination and a vacancy for a Probationary Police Officer.

Second: Anderson

Voice Vote: 2 Ayes, 0 Nays, 1 Absent. All in favor. Motion carried.

There being no further business to consider, a motion was made by Secretary Anderson to adjourn the meeting at 6:37 p.m. Seconded by President Vance. All in favor. Motion carried.

The meeting was adjourned at 6:37 p.m. The next Special meeting will be Thursday, March 16, 2017 beginning at 5:30 p.m. at the Batavia Police Department.
