4. CHAIRMAN'S REPORT - CHAIR LARSEN
Chairman Larsen stated that on Valentine's Day, staff traditionally fills balloons and distributes them to the residents at the DuPage Convalescent Center. Chairman Larsen asked committee members to join him at the Convalescent Center next Tuesday, February 14, between the Finance and the County Board meetings, to greet residents, take some photos, and deliver balloons.

FI-R-0152-17 RESOLUTION -- Revision to Personnel Budget - Aging Case Coordination Unit Fund PY17 5000-1720 - For additional staff to fulfill the State mandate to provide services on weekends.
Mary Keating, Director of Community Services, explained that the financial impact from the State mandated weekend coverage in Senior Services will be lessened, in part because the State will pay a slightly higher rate per screening on weekends.
Additionally, the part-time staff will eliminate the need for overtime wages. Ms. Keating will demonstrate the full financial impact to Community Services in the upcoming months.

A. HHS-R-0153-17 RESOLUTION -- Recommendation for approval by the DuPage County Board of the suspension of HOME Program loan payments from Joseph Corp., and Coulter Court Renewal, Inc., until June 30, 2017, and execution of the attached related loan modification documents.

Jennifer Ulmer, Administrator of The DuPage Convalescent Center, stated that the budget transfers are within he approved budget but are needed to balance the line items to offset the difference between anticipated and actual expenses within the budgeted line items.

11. COMMUNITY SERVICES UPDATE - MARY KEATING
Mary Keating stated that the Human Services Grant Fund applications were due Friday, February 3, 2017. Sixty three applications were received for approximately 2.6 million, up slightly from last year.
Formal recommendations are typically presented at the first Health and Human Services (HHS) meeting in April. The recipient recommendations will be made available to the applicants when the Health and Human Services committee packet for the corresponding meeting is posted on the DuPage County website.
12. CONVALESCENT CENTER UPDATE - JENNIFER ULMER
Jennifer Ulmer stated the DuPage Convalescent Center Foundation will hold the next "Guest Server Night" at Ellen's Tap & Grill in Glen Ellyn on Tuesday, March 21, 2017. More information will be forthcoming closer to the event.
Ms. Ulmer gave a status update on the staffing at the Convalescent Center. A recent analysis showed fifteen current Certified Nursing Assistant (CNA) open positions, which was close to fifty at the highest point last year. Ms. Ulmer attributes this to the Human Resource Departments' monthly open interview day, which brought nearly twenty CNA's to the last event. The open interview day and the recent wage increase to the CNA staff account for the 65 percent reduction in outsource agency usage since last July.
The DuPage Convalescent Center received another Five Star Rating for the previous quarter from the Centers for Medicare and Medicaid Services.
