Special events code

Discussion:

Chief Vesta explained that in the past a number of events have required closure of city streets and placement of barricades, i.e. park district 5k’s, bike races, restaurant special events, etc.. Staff decided to create a Special Events Chapter (19) in the City Code to outline which events require an application through the City. There will not be a fee charged to nonprofit organizations and other taxing bodies. The application itself lays out timelines for anyone wanting to host an event, and explains what type of approval will be needed from the Police Department, Fire Department or Public Works. It also addresses noise issues if there are plans to have a band or deejay. It will formalize procedures already in place for block parties, and still will allow for Public Works to shut down the road.

Ald. Jakab asked about insurance for block parties. Chief Vesta explained it would be same as it is currently and barricades would be provided. Ald. Jakab then asked if residents can they have alcohol on the city streets at a block party. Chief Vesta said it is not regulated now since there are no sales going on; however, he will review the Open Alcohol Ordinance to confirm. He noted that a closed block party would be more lenient. Mayor Pulice asked about the bike race organizers and was advised by Chief Vesta that staff has already reached out to them so they are aware this is coming into place. Ald. Sorrentino commended staff for all the work done on this. Chief Vesta noted that the Deputy Clerk, Amanda Melone, also assisted a great deal in putting this together.
