Sen. Linda Holmes (D-42nd) voted in favor of SB3208, which updates the Illinois Vehicle Code's definition of farm vehicles, during the 104th General Assembly on May 31, 2026. The Illinois Senate passed the measure by a 56-0 vote.

According to the bill's official summary, it is titled: "VEH CD-HUSBANDRY IMPLEMENT DEF."

The following explanation provides a closer look at the actual text of the bill, incorporating some analysis to help spell out what the provisions mean in practice.

Basically, the legislation changes the qualifying criteria for “implement of husbandry” in the Illinois Vehicle Code by increasing the gross weight cutoff for certain farm vehicles. Farm wagons, wagon trailers, and similar agricultural equipment used only for farming, horticulture or livestock production will not be classified as implements of husbandry if their gross weight exceeds 80,000 pounds. The prior threshold was 36,000 pounds. These updates affect what vehicles qualify as agricultural equipment, and the bill will take immediate effect once signed into law.

The bill’s recorded legislative step was 'House Floor Amendment No. 3 Senate Concurs.'

Holmes holds a BA from National College of Education, awarded in 1984.

A member of the Democratic Party, Holmes won her seat representing Illinois' 42nd Senate District in 2007, succeeding then-state Sen. Phyllis Petka.

Legislative proposals in Illinois move through a multi-stage process, starting with introduction, then committee review, debate and votes in both legislative chambers, before they reach the governor for final approval or possible veto. Working on a biennium basis, the General Assembly sees thousands of bills each session, though only a portion ultimately advance into law.
