A bill introduced by State Rep. Janet Yang Rohr, which addresses the conditions for seventh- and eighth-graders earning high school credit for mandatory courses, won approval in both state legislative chambers, according to the Illinois General Assembly.

The measure passed the House with 67 Democratic and 34 Republican votes in favor.

In the Senate, 40 Democrats and 19 Republicans supported the bill.

Janet Yang Rohr filed the measure in the Illinois House on Dec. 17, 2025, during the 104th session.

HB4239 received final passage on May 21, 2026, in session 104 of the general assembly.

The Illinois General Assembly website provides the following summary: "Amends the Courses of Study Article of the School Code. Provides that the school board of a school district that maintains any of grades 9 through 12 is authorized to adopt a policy under which a student enrolled in grade 7 or 8 who is enrolled in the unit school district or would be enrolled in the high school district upon completion of elementary school may enroll in a required high school course, provided that the course is offered by the high school that the student would attend and the student participates in the course where the student attends school as long as the course is taught by a teacher who holds a professional educator license and endorsed for the grade level and content area of the course (instead of just as long as the course is taught by a teacher who holds a professional educator license and endorsed for the grade level and content area of the course)."

In summary, this measure outlines conditions under which seventh- and eighth-grade students may enroll in high school-required courses for credit. It allows school boards serving grades 9 to 12 to permit eligible students to take these subjects if the high school offers the course and the student will attend that school, either traveling to the high school or taking the class at their current school. If the class is taught at the student's current school, students must either earn a passing grade and pass the high school’s end-of-course examination or be taught by a teacher with an appropriate professional educator license and endorsement. Districts are required to recognize such credits, include the grades on students’ GPAs, and honor them officially.

The initiative had sponsorship in the Senate from Sen. Laura Ellman (Democrat-21st District) and in the House from Rep. Margaret A. DeLaRosa (Democrat-42nd District).

A Democrat, Rohr was elected in 2021 to the Illinois House, representing the 41st District and succeeding Grant Wehrli.
