McGuire resolution supports Foster's Payer State Transparency Act

State Sen. Pat McGuire (D-Dist. 43) has introduced a resolution that calls on the U.S. Congress to pass U.S. Rep. Bill Foster's (D-Dist. 11) Payer State Transparency Act.
Foster introduced the measure in September 2014 to study how federal tax revenue provided by "payer" states is divided up among " taker" states.
“I hope the Illinois State Senate will follow the lead of Senator McGuire and the Illinois House of Representatives and recognize the payer-state problem as a major issue contributing to our state’s fiscal difficulties,” Foster said.
“Washington's method of apportioning federal funds to states, like Illinois' tax structure, belongs in a museum,” McGuire said. “I'm gathering support in the Illinois Senate for Representative Bill Foster's thoughtful, bipartisan push to modernize the process and get Illinois its fair share."
