Illinois legislature approves Rohr's bill expanding global scholar certification
A bill sponsored by State Rep. Janet Yang Rohr aims to acknowledge high school graduates’ global competence through the State Global Scholar Certification Program and to increase access by permitting remote courses, according to the Illinois General Assembly.
The House approved the bill with 70 Democrats and 38 Republicans voting for it, while one Democrat voted against.
In the Senate, the measure passed with 40 Democrats and 18 Republicans in support, and one Republican voting no.
Rohr brought the bill to the Illinois House on Feb. 6, 2025, during the 104th session.
The measure, identified as HB3250, cleared both chambers on May 21, 2026, during the 104th general assembly session.

Provides that if the provider of the micro-credential or digital badge determines and can demonstrate that a student meets all of the criteria required to earn State Global Scholar Certification, then the school district or nonpublic school shall designate that the student has earned State Global Scholar Certification on the student's diploma and transcript."
