Village of Woodridge Board of Police Commissioners met Feb. 27.

Here is the minutes as provided by the Board:

Members Present: Mohan Airan, Randon Gardley Richard Marten, Robert Martin and Mary Jane Munley

Others Present: Brian Cunningham, Chief of Police, Maureen Albright

Dick Marten called the meeting to order at 6:30 pm.

1. Approval of Minutes

The Commissioners reviewed the January 23, 2017 Regularly Scheduled and Executive Session meeting minutes. A Motion was made by Mohan Airan, Seconded by Robert Martin to approve the minutes of the January 23, 2017 Regularly Scheduled Meeting. All Ayes. MOTION APPROVED. A Motion was made by Mohan Airan, Seconded by Robert Martin to approve the minutes from the January 23, 2017 Executive Session Meeting. All Ayes, Motion approved.

2. BOPC Rules and Regulations Review of Entry-Level Police Officer Testing

The BOPC had requested feedback from Village Board members on the question of educational requirement for entry-level police officer candidates. The Village Board is in agreement with requiring that entry-level police officer candidates hold an associate’s degree or possess the military experience or law enforcement experience as outlined in the BOPC Rules. The Commissioners agreed to amend the BOPC Rules and Regulations to incorporate revised requirements for entry-level police officer applicant. The language (subject to legal review) reads: At the time of filing an application for original appointment to the Police Department, an applicant must have attained an associate’s degree or its equivalent number of hours towards a bachelor’s degree from an accredited college or university, provided however, that applicants who are certified police officers in the State of Illinois or applicants who were engaged in active military service of the United States for at least two years and honorably discharged shall not be required to have attained an associate’s degree or the equivalent number of hours towards a bachelor’s degree.

A Motion was made by Mohan Airan, Seconded by Robert Martin to approve the revised language (pending legal review) and amend the BOPC Rules and Regulations to incorporate the necessary changes into Chapters 2 and 3. All Ayes. Motion approved.

3. Article Hiring for the 21st Century Law Enforcement Officer

This article was provided via email and in hard copy for the Commissioners review and information.

4. Review of Draft 2016 BOPC Report to the Village Board

The Commissioners reviewed the draft report. The report was signed and will be distributed to the Village Board.

5. Request for BOPC Consideration on Lateral Hiring Process

A memo outlining the need and process for the lateral entry hiring process was provided to the Board members. During the oral interview portion of the hiring process, a Board of Police Commissioner will be included on the interview panel. A Motion was made by Mary Jane Munley, Seconded by Randon Gardley to approve the request to implement the Lateral Entry Hire Process as outlined. All Ayes. Motion approved.

A Motion was made at 6:52 pm by Mohan Airan, Seconded by Randon Gardley to move to Executive Session. All Ayes. Motion approved.

The Regular Session reconvened at 7:15 pm.

6. Consideration of Entry Level Police Officer Applications

A Motion was made by Mary Jane Munley, Seconded by Randon Gardley not to extend a final offer of employment to entry level police officer candidate Teresa Esqueda. All Ayes. MOTION APPROVED.

Ayes. Motion approved.

There being no further business, a Motion was made at 7:16 pm by Robert Martin, Seconded by Mary Jane Munley to adjourn the meeting. All Ayes. Motion approved.
