City of Elmhurst Committee of the Whole met Oct. 14
Here are the minutes provided by the committee:
1. Call to Order - Mayor Levin called the meeting to order at 8:13pm.
Present: Guido Nardini, Rex Irby, Mike Brennan, Jennifer Veremis, Brian Belanger, Karen Sienko, Jacob Hill, Michael Bram, Chris Jensen, Noel Talluto, Mike Baker, Jim Nudera, and Dan Virgil
Absent: Emily Bastedo
Also Present: Treasurer Curran, Clerk Tamer (exited 9:45pm), City Manager Grabowski, Assistant City Manager Johnson, Public Works Director Balicki, IT Director Kravets, Finance Director Coyle, Assistant Finance Director Bruns, Assistant Public Works Director Tiberi, Assistant City Engineer Sianis, and Deputy Fire Chief Reynolds

3. Business Before the Committee
A. Review of Fiscal Year 2026 Budget
B. Introduction - City Manager Grabowski presented an overview for the evening beginning with Chief Dufort.
C. Wireless Radio - Chief Dufort presented the budget for Wireless Radio for 2026 year while highlighting items. Council Members had an opportunity for questions.
D. ESDA - Civil Defense - Chief Dufort presented the budget for ESDA Civil Defense for 2026 year while highlighting items. Council Members had an opportunity for questions.
E. Central Fleet Fund - Finance Director Coyle presented the new line item to council for the 2026 budget. Council members had an opportunity for questions.
F. Public Works - Public Works Director Balicki highlighted accomplishments from 2025 while presenting the Public Works budget and goals for 2026. He began the review of budgets for administration, street maintenance, snow removal, forestry, electrical, rubbish disposal, municipal buildings, and capital projects. Council members had an opportunity for questions.
Staff will highlight throughout budget season areas they have cut in the 2026 budget and will circle back listing these cut items. Additional circle back items requested from Alderman noted by staff.
4. Adjournment - Alderman Belanger moved to adjourn the meeting. Alderman Sienko seconded. A voice vote was taken. Motion passed unanimously.
Meeting adjourned at 10:07pm.
