City of Warrenville Bicyclist and Pedestrian Advisory Commission met June 10

Here are the minutes provided by the commission:

A. CALL TO ORDER

Chairman Davis called the meeting to order at 6:35 p.m.

B. OATH OF OFFICE

City of Warrenville Mayor Andy Johnson administered the oath of office to Chairman Harlan Davis and Commissioner Susan Kasprowicz.

C. ROLL CALL

Members Present: Commissioners Harlan Davis (Chair), Charles Sikaras, Alex Griffin, Sebastian Pique and Susan Kasprowicz

Members Absent: None

Also Present: City Council Liaison Craig Kruckenberg; Staff Liaison Kassandra Hernandez-Galvan; City of Warrenville Mayor Andy Johnson.

D. APPROVAL OF May 13, 2025 MEETING MINUTES

A motion to approve minutes of the meeting was made by Commissioner Sikaras and seconded by Commissioner Kasprowicz.

E. CITIZEN COMMENTS

No comments were submitted in advance of the meeting, or at the meeting.

F. STAFF REPORT

On Behalf of Administrative Assistant Dawn Grivetti, Staff Liaison Hernandez-Galvan reminded Commissioners of the approaching deadline to purchase Warrenville gear. She told Commissioners of the weekly newsletter sent out by the City and urged  Commissioners to sign up to receive it. She also reminded the Commissioners of the City’s Community Engagement Program and the Accessibility Survey on the City’s website

G. BUSINESS OF MEETING

FY2026 BPAC Strategic Goals: BPAC will consider community events they can attend with Police Department staff to coordinate safety efforts for bicyclists, pedestrians, and motorists. Including:

- Develop education and encouragement outreach methods that target families, women, seniors, low-income, and non-English speaking communities.

- Develop social media content, especially during the warmer months of safe bicycle and pedestrian rules

Some activities mentioned were the National Night Out in August and Walk, Bike and Roll in October.

Staff Liaison Hernandez-Galvan reminded Commissioners of the need for their input on use of Social Media for the July and August City newsletter. Commissioner Sikaras suggested using our existing materials translated to Social Media-style communication. It was noted that a map on the BPAC website contains information on trail etiquette and trail locations.

Recap of Bike Rodeo: All agreed that the Bike Rodeo went very well, with record attendance (54 participants). Staff Liaison Hernandez-Galvan presented a letter that has been drafted thanking Rosati’s Pizza and Dairy Queen for their support of the event. Commissioner Pique added that Recycled Cycling should also be thanked. All agreed the letters should be sent immediately. Commissioner Sikaras proposed a plaque or proclamation honoring the supporters that could be displayed in their places of business, with the commissioners deciding on a Proclamation. It was agreed that Commissioner Griffin would create artwork for approval and that BPAC would send to City staff, who would draft the Proclamation.

Commissioner Griffin asked about the possibility of conducting the event later in May to avoid some weather issues. Commissioner Sikaras pointed out that they had previously discussed it and decided that they would lose participants if it was held after children begin their summer activities.

Staff Liaison Hernandez-Galvan noted that the Spring Fling event held before the Rodeo was a strong tool to generate interest in the Rodeo. 

Pedalheads Plus Program. Sam Schwartzkopf at Pedalheads Plus has reached out to Recycled Cycling regarding their Lose the Training Wheels educational programs. Recycled Cycling passed on the information to Staff Liaison Hernandez-Galvan, so BPAC can be involved. Pedalheads Plus goes to local areas of low mobility and gives away bikes and offer enrichment programs. Their head office is in Naperville; they will also reach out to the Warrenville Park District to participate. BPAC is asked to supply information of areas of low mobility where Pedalheads might start. Commissioner Sikaras pointed out that the partnership could fulfill part of the FY2026 Strategic Goals if we participate in a program with the Warrenville Police Department. He also suggested that the Police Department and Fire Departments may have input on areas of limited mobility. Commissioner Griffin suggested that Pedalheads present a program at the 2026 Bike Rodeo (they had only a booth at the 2025 event).

Information Only: Bicyclist Friendly Community Application Review. Staff Liaison Hernandez-Galvan stated that she is still working on the Application and will have updates soon. Commissioner Griffin asked if we were applying for renewal of the current status or trying for the next level. Chair Davis pointed out that it was largely for bragging rights, but all agreed the next level could be attempted. Chairman Sikaras asked what specific input will be needed from the commissioners, and Staff Liaison Hernandez-Galvan stated that she will highlight where BPAC input is needed.

Information Only: Review of the Bicyclist and Pedestrian Incidents Report. Staff Liaison Hernandez-Galvan stated that the report will be updated regularly as new incidents occur.

H. COMMISSIONER COMMENTS

Commissioner Pique presented a slide show showing a problem with a trail along Mill Street, which he regularly traverses on his way to the Naperville train station. He noted that the narrow path is cracked, uneven, and overgrown with vegetation, rendering it unsafe and nearly unusable for pedestrians and cyclists. To access the bridge requires lifting a bicycle about 18 inches, and after crossing the Interstate-88 bridge, there is only about 1 inch of space and minimal separation from traffic. At points, the trail abruptly ends or degrades into unusable conditions, requiring pedestrians to step over guardrails and onto Mill street on a hill where drivers cannot see past the slope. Commissioner Pique will email GPS coordinates and a detailed explanation, as well as the slide show for further consideration.

A motion was made to adjourn the meeting at 7:27 p.m. by Commissioner Sikaras and seconded by Commissioner Pique.
