City of Warrenville City Council met June 2

Here are the minutes provided by the council:

I. OPENING CEREMONIES

A. Call to Order

Mayor Johnson called the meeting to order at 7:00 p.m.

B. Roll Call

Physically Present: Mayor Andrew Johnson and Aldermen:J.P. Augustynowicz, Clare Barry, Kathy Davolos, Craig Kruckenberg and Judy Wilkie

Absent: Aldermen Stu Aschauer, Bill Weidner and John Lockett

Also Present: City Attorney Brooke Lenneman, City Administrator Cristina White, Assistant City Administrator Alma Morgan, Community and Economic Development Director Amy Emery, Public Works Director Phil Kuchler, Finance Director Kevin Dahlstrand, Police Chief Sam Bonilla, City Treasurer Maury Goodman and City Clerk Julie Clark

Absent: None

C. Pledge of Allegiance

Mayor Johnson led the Pledge of Allegiance.

D. Proclamation

Mayor Johnson proclaimed former Mayor David Brummel to be Parade Marshal for the Independence Day Parade on July 3, 2025.

E. Proclamation

Mayor Johnson proclaimed that Warrenville resident Megan Kleiber, theme contest winner, to be an additional Parade Marshal for submitting the winning theme, “America’s Movie Magic” for the Independence Day Parade on July 3, 2025.

II. CITIZENS COMMENTS

Pam Spevak, 29W630 Mack Road, stated her plea to the City Council to reconsider the use of eminent domain for a multi-use path on Mack Road.

Mitch Adamus, 29W606 Mack Road, concurred with Pam Spevak’s sentiment.

Bob Siebert, 29W505 Albright Court, spoke against the use of eminent domain and added his thoughts on the property tax system.

III. OFFICIALS AND STAFF COMMENTS

A. Mayor

Mayor Johnson shared that the City was awarded a $3 million grant for a path project that will run alongside Route 59. Public Works Director (PWD) Kuchler added that the path will begin at Meadow Lane and Continental Drive and continue north to Batavia Road. Construction is likely to begin in four or five years.

B. Clerk

D. Aldermen

Alderman Barry congratulated Megan Kleiber and thanked her for her work on the Tourism and Arts Commission.

E. City Administrator

IV. APPROVAL OF AGENDA

Alderman Barry made a motion, seconded by Alderman Wilkie, to approve the agenda for the June 2, 2025, City Council regular meeting.

V. APPROVAL OF MINUTES

Alderman Kruckenberg made a motion, seconded by Alderman Wilkie, to approve the minutes of the May 19, 2025, City Council regular meeting and the May 27, 2025, Public Safety and Finance Committee meeting.

VI. CONSENT AGENDA – OMNIBUS VOTE

A. Accept Plan Commission recommendation, waive second reading, and pass ordinance O2025-27, approving a Preliminary Planned Unit Development Plan and Preliminary Plat of Subdivision, and conditionally approving rezoning, certain modifications from the Warrenville Zoning Ordinance, and special use permits to allow an automobile laundry, drive-through, and outdoor eating and drinking patio

(Dream Clean; Starbucks – 30W063 and 30W081 Estes Street)

B. Accept Plan Commission recommendation, waive second reading, and pass ordinance O2025-28, authorizing the execution of the purchase and sale agreement for the sale of City-owned property commonly known as 30W081 Estes Street

C. Accept Public Safety and Finance Committee recommendation, waive second reading, and pass ordinance O2025-29, authorizing the disposal of surplus personal property owned by the City

D. Accept staff recommendation and pass resolution R2025-34, awarding the contract for the River Road Curb and Gutter Improvements to, Geneva Construction Company of Aurora IL, in the amount of $407,706.70

E. Accept staff recommendation and pass resolution R2025-35, approving an agreement with Engineering Resource Associates, Inc. for construction engineering services for River Road Curb and Gutter Improvements in the amount of $76,975 plus reimbursable expenses

F. Accept Public Safety and Finance Committee recommendation, and pass resolution R2025-36, approving an agreement renewal for City Prosecutor services with Attorney Christine Charkewycz for the period of June 1, 2025, through December 31, 2025

G. Accept staff recommendation and authorize the closure of certain local streets for the annual Independence Day Parade, parade staging, and Cerny Park festival as stated in Warrenville Friends of the 4th Committee Chairman Colin Wilkie’s letter dated April 7, 2025

H. Receive and file draft minutes of the Plan Commission and Zoning Board of Appeals meeting held on May 22, 2025

I. Receive and file report of invoices paid up to May 28, 2025, in the amount of $166,895.58

J. Authorize expenditures for invoices due on or before June 16, 2025, in the amount of $442,502.88

K. Receive and file Wire Transfers Report for May 2025

Alderman Barry made a motion, seconded by Alderman Wilkie, to approve the Consent Agenda items as read.

Aye: Aldermen: Barry, Davolos, Augustynowicz, Wilkie and Kruckenberg

Nay: None MOTION ADOPTED

VII. REGULAR AGENDA

Alderman Barry made a motion, seconded by Alderman Wilkie, to accept Public Safety and Finance Committee recommendation, waive competitive bidding, and pass resolution R2025-37, approving the second amendment to the agreement with Orbis Solutions, Inc. regarding surveillance upgrades to the Police Department and Warrenville Historical Society in the one-time amount of $65,082.37 plus annual maintenance fees of $9,000 per year.

X. CLOSED SESSION

Alderman Barry made a motion, seconded by Alderman Davolos to enter into Closed Session at 7:31 p.m. to discuss the following:

● 5 ILCS 120/2 (c) (1) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees, specific individuals who serve as independent contractors in a park, recreational, or educational setting, or specific volunteers of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee, a specific individual who serves as an independent contractor in a park, recreational, or educational setting, or a volunteer of the public body or against legal counsel for the public body to determine its validity

● 5 ILCS 120/2 (c) (2) Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees

● 5 ILCS 120/2 (c) (5) The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired

● 5 ILCS 120/2 (c) (11) Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting

The Council returned to open session at 8:35 p.m. No action was taken during Closed Session.
