Bill aims to improve motorcycle safety training in Illinois

State Representative Jennifer Sanalitro (R-Hanover Park) has announced the passage of HB2980, a bill aimed at enhancing Illinois' motorcycle safety education system. This announcement coincides with May being recognized as Motorcycle Awareness Month.

Sanalitro emphasized the importance of accessible motorcycle safety training for all residents, stating, "Every Illinoisan should be able to access high-quality motorcycle safety training no matter where they live." She added that the bill improves "access, accountability, and safety for riders statewide."

The legislation introduces several reforms to the Cycle Rider Safety Training Program. These include redefining "cycle" by excluding mopeds and motor-driven cycles, aligning state law with current transportation standards. It also broadens the definition of Cycle Rider Safety Training Course Providers to encompass various entities such as for-profit or nonprofit organizations, community colleges, community groups, and state universities.

A key component of HB2980 is requiring the Illinois Department of Transportation (IDOT) to solicit applications from qualified course providers across the state. This aims to enhance local training opportunities. The courses will be available to any Illinois resident aged 16 or older with a valid driver's license. Providers may charge a registration fee refundable upon successful course completion.

Course providers must submit proposals detailing location, expected enrollment, use of motorcycles or IDOT equipment, and per-student costs. Contracts will be awarded based on need and cost-effectiveness.

HB2980 also includes worker protections such as prohibiting restrictions on an employee's dress outside work hours and preventing conflicts of interest by barring motorcycle dealerships from becoming course providers.

"This legislation reflects thoughtful collaboration with stakeholders like ABATE and has earned IDOT’s neutral position," said Sanalitro. She urged bipartisan support for its final passage in the General Assembly.
