DuPage County Sheriff's Merit Commission met Nov. 21

Here are the minutes provided by the commission:

1. CALL TO ORDER

Meeting called to order at 8:30 a.m. by Chairman Reyes.

2. ROLL CALL

Upon roll call, Chairman Reyes, Commissioner Kachiroubas, and Commissioner Gravina were present.

Staff members in attendance: Paul Bruckner (Assistant State's Attorney), Chief Garcia (Sheriff's Office), Chief Papa (Sheriff's Office), Deputy Chief Schoenenberger (Sheriff's Office) Lindsey Stern (Sheriff's Office), Debbie Krygowski (Merit Commission Assistant)

3. PUBLIC COMMENT

No public comment was offered.

4. OLD BUSINESS

a. Candidate Status

Ms. Krygowski reviewed the current status of candidates in the application process. Discussion.

b. 2025 Meeting Schedule

5. NEW BUSINESS

a. 2024 Corrections Promotional Rank List

The Commission reviewed the results and rank list from the 2024 Corrections Promotional Exam process through Stanard & Associates.

b. Lateral Job Opportunity Posting

Chairman Reyes called for a motion to approve changes to the lateral job opportunity postings. Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion. Voice vote: all ayes.

RESULT: APPROVED

6. REPORT FROM SHERIFF'S OFFICE

Discussion on the background process and vacancies among deputies.

7. EXECUTIVE SESSION

Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to enter into Executive Session. Roll call vote: all ayes.

Chief Garcia, Chief Papa, Deputy Chief Schoenenberger, and Lindsey Stern left the room.

a. Pursuant to 5 ILCS 120/2(c)(1) of the Open Meetings Act for the appointment, compensation, performance, discipline, or dismissal of a specific employee, one-on-one interviews.

b. Pursuant to 5 ILCS 120/2(c)(21) of the Open Meetings Act for discussion of minutes lawfully closed under this Act, whether for the purpose of of approval by the body of the minutes or semi-annual review of the minutes as mandated by section 2.06.

The Commission entered into Executive Session at 8:49 a.m.

Paul Bruckner left the room at 8:55 a.m.

The Commission returned to Open Session at 10:14 a.m.

8. MATTERS TO BE REFERRED FROM EXECUTIVE SESSION (IF ANY)

a. Action on the certification of candidates subject to one-on-one interviews on November 21, 2024.

Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to certify Corrections candidates 2811, 2814, and 2816. Roll call vote: all ayes.

Candidates 2813 and 2815 were not certified. Candidate 2230 was not in attendance.

b. Action on approval and/or release of minutes which were reviewed subject to a semi-annual review of minutes on November 21, 2024.

Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to release Executive Session minutes from 10/4/2012; 3/7/2013; 4/6/2017; 4/4/2024; 4/25/2024; 5/16/2024; 5/30/2024; 6/13/2024; 6/20/2024; 7/11/2024; 7/18/2024; 8/1/2024; 8/15/2024; 8/22/2024; 9/12/2024; 9/19/2024; 10/3/2024; and 10/17/2024. Roll call vote: all ayes.

9. ADJOURNMENT

Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to adjourn.

Voice vote: all ayes.

Meeting adjourned at 10:15 a.m.
