City of Elmhurst Development, Planning, & Zoning Committee met Oct. 28

1. Call to Order
Chair Deuter called the meeting to order at 6:00 p.m.

3. Receipt of Written Communications
Two items posted to Board Docs.
4. Public Comments
Tom Altergott commented on damage to neighboring property caused by excavations and clarification on the build-to line in the zoning ordinance rewrite.
Emily Quinn commented on allowing private tattoo studios in the C2 district.
Dave McKenna commented on requiring access along the side yard of a home and discussed OSHA requirements related to excavations.
5. Business Before the Committee
A. Development, Planning & Zoning Committee Meeting Minutes October 15, 2024
Alderman Park made a motion to approve the minutes of the DP&Z Committee on October 15, 2024. Chair Deuter seconded. Voice Vote. Motion passed.
B. Planned Unit Development Concept Meeting Sandburg Middle School 345 E St. Charles
ACP Gal introduced David Evans, Wight & Co., on behalf of District 205 to present the request for a storage building/garage behind Sandburg Middle School. Due to the size of the property, a PUD is required. The building will be used for storage for items like salt, plowing equipment and other maintenance equipment used for Sandburg Middle School and Edison Elementary School. It was noted that a BMP area is proposed due to additional impervious area and that existing gravel will be removed and restored to grass.
CP Franz stated that work has started on the building and that the City does not review building permits for the school district, but engineering and zoning review through the City is still required. There were no questions or concerns raised by the DPZ Committee that would prevent the applicant from moving forward with their application.
C. Petition for Annexation - 15 W 153 Harrison Street
CP Franz summarized the petition to annex the subject property to the City of Elmhurst. The property would meet the R1A standards that the Zoning Ordinance designates this property to be rezoned to once annexed. It was noted that school contributions will apply, and that park district contribution may not apply to the property.
Alderman Park made a motion to approve a report recommending approval of the petition for annexation to the City of Elmhurst for the property commonly known as 15W153 Harrison Street. Chair Deuter seconded. Voice Vote. Motion passed.
D. Discussion: Window wells, excavation standards and access
Chair Deuter summarized the discussion on this topic and noted that it has been separated from the rest of the zoning ordinance rewrite for additional review. The Committee reviewed updated information from comparable communities. Following discussion, the Committee asked for clarification on the 36-inch clearance requirements in the IRC, clarification from comparable communities on information submitted as public comment, 50 foot lots in other communities, the impact of requiring a 10% setback for structures in the R2 district, stormwater requirement certainty and parameters, window well height, and examples of typical new construction on 50-foot-wide lots with window wells.
E. Zoning Ordinance Update – Public Draft 2.0
The Committee reviewed the second memo dated October 10, 2024. Staff will be meeting with the consultant this week and will return with a final memo addressing outstanding comments at one of the November meetings.
6. Other Business
The next meeting will be on November 12th due to Veteran’s Day. CP Franz stated that Alderman Veremis may be able to participate via phone.

Alderman Park made a motion to adjourn at 7:45 p.m. Chair Deuter seconded. Voice Vote. Motion passed.
