DuPage County Sheriff's Merit Commission met Oct. 17

Here are the minutes provided by the commission:

1. CALL TO ORDER

Meeting called to order at 8:31 a.m. by Chairman Reyes.

2. ROLL CALL

Upon roll call, Chairman Reyes and Commissioner Gravina were present.

Chairman Reyes called for a motion to allow Commissioner Kachiroubas to participate remotely.

Commissioner Gravina moved and Chairman Reyes seconded the motion. Roll call vote: all ayes. Commissioner Kachiroubas joined via Zoom.

Staff members in attendance: Paul Bruckner (Assistant State's Attorney), Undersheriff Moore (Sheriff's Office), Chief Garcia (Sheriff's Office), Chief Papa (Sheriff's Office), Deputy Chief Schoenenberger (Sheriff's Office), Commander Cantwell (Sheriff's Office), Lindsey Stern (Sheriff's Office), Debbie Krygowski (Merit Commission Assistant)

3. PUBLIC COMMENT

Chairman Reyes read the following public comment submitted electronically into the record:

Concerned National re. Redress of grievances and retaliation 

"How does one get a redress of grievances when violated by a public official? A complaint has been made with the department multiple times and it has been presently ignored and discounted. Nothing has been done at all and the complainant was further targeted and harassed incessantly. Where can one get justice because these corporate courts are not where justice is found and they are also the ones violating in some cases."

5. NEW BUSINESS

a. 2024 Corrections Written Exam Results

The Commission reviewed the results of the written promotional exams for Sergeant and Lieutenant in the Corrections Bureau. Discussion. Ms. Krygowski will send a corrected memo to the Sheriff's Office and notify candidates who did not pass the exam.

b. 2025 Meeting Schedule

Ms. Krygowski presented a draft meeting schedule for 2025 and noted two dates on which Commissioner Gravina is unavailable. Ms. Krygowski will post these dates and adjustments can be made if needed.

c. Additions to Application

Ms. Krygowski shared that Deputy Chief Bilodeau had requested the addition of a waiver from ILETSB to the application packet. Discussion. Counsel Bruckner advised that the waiver did not give any authority to the Commission, however, if it would expedite the application process, the Commission could add this waiver to the application with a cover sheet stating that the waiver is required by ILETSB, not the Commission. Discussion.

6. REPORT FROM SHERIFF'S OFFICE

Undersheriff Moore shared that the background investigators are ready for more candidates. Ms. Krygowski will send additional candidates to the Sheriff's Office.

7. EXECUTIVE SESSION

Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to enter into Executive Session. Roll call vote: all ayes.

Paul Bruckner, Undersheriff Moore, Chief Papa, Chief Garcia, Deputy Chief Schoenenberger, Commander Cantwell, and Lindsey Stern left the room.

a. Pursuant to 5 ILCS 120/2(c)(1) of the Open Meetings Act for the appointment, compensation, performance, discipline, or dismissal of a specific employee, one-on-one interviews.

The Commission entered into Executive Session at 8:46 a.m.

The Commission returned to Open Session at 9:38 a.m.

8. MATTERS TO BE REFERRED FROM EXECUTIVE SESSION (IF ANY)

a. Action on the certification of candidates subject to one-on-one interviews on October 17, 2024.

Chairman Reyes called for a motion to certify lateral transfer to Corrections candidate 2229.

Roll call vote: all ayes.

Candidates 2712 and 2808 were not certified.

9. ADJOURNMENT

Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to adjourn.

Roll call vote: all ayes.

Meeting adjourned at 9:42 a.m.
