City of Warrenville City Council met Sept. 16

Here are the minutes provided by the council:

I. OPENING CEREMONIES

A. Call to Order

Mayor Brummel called the meeting to order at 7:00 p.m.

B. Roll Call

Present: Mayor David Brummel and Aldermen: Stuart Aschauer, J.P. Augustynowicz, Clare Barry, Kathy Davolos, Craig Kruckenberg, John Lockett, Bill Weidner, and Judy Wilkie

Absent: None

Also Present: City Attorney Brooke Lenneman, City Administrator Cristina White, Assistant City Administrator Alma Morgan, Public Works Director Phil Kuchler, Community and Economic Development Director Amy Emery, Finance Director Kevin Dahlstrand, Police Chief Sam Bonilla, Chief Code Official Michelle Lilley, City Treasurer Maury Goodman and Executive Assistant and Deputy City Clerk Dawn Grivetti

Absent: City Clerk Julie Clark

C. Pledge of Allegiance

Mayor Brummel led the Pledge of Allegiance.

D. Proclamation

Mayor Brummel proclaimed September 17, 2024, as Constitution Day and Citizenship Day, and the week of September 17 – 23, 2024, as Constitution Week in the City of Warrenville.

II. CITIZENS COMMENTS

Bob Siebert, 29W501Albright Court, shared his opinion that the City Council has disregarded the wishes of certain citizens and business owners along Mack Road and within the new zoning overlay district.

Ald. Barry reminded the public that Art on the Prairie will take place this Saturday and Sunday, September 21 and 22, in the lower parking lot of the Warrenville Park District.

IV. APPROVAL OF AGENDA

Alderman Weidner made a motion, seconded by Alderman Kruckenberg to approve the agenda for the September 16, 2024, City Council regular meeting.

V. APPROVAL OF MINUTES

Alderman Weidner made a motion, seconded by Alderman Davolos to approve the following meeting minutes:

• Minutes of the September 3, 2024, City Council regular meeting;

• Minutes of the September 3, 2024, City Council Closed Session #1 meeting;

• Minutes of the September 3, 2024, City Council Closed Session #2 meeting, and

• Minutes of the September 9, 2024, Community Development Committee meeting.

VI. CONSENT AGENDA – OMNIBUS VOTE

Mayor Brummel read the following items on the Consent Agenda:

A. Accept Community Development Committee recommendation, waive second reading, and pass ordinance O2024-37, amending Title 9 of City Code regarding enforcement and appeal of administrative adjudication judgements

B. Accept staff recommendation, waive second reading, and pass ordinance O2024-38, approving a Plat of Easement for 4M Commercial Building at 4S040 Route 59

C. Accept staff recommendation, waive second reading, and pass ordinance O2024-39, approving the disposal of surplus personal property owned by the City of Warrenville

D. Accept Community Development Committee recommendation and pass resolution R2024-56, approving and authorizing the execution of a purchase and sale agreement with the Warren Tavern Illinois Preservationists NFP for the transfer of the Warren Tavern building to the City

E. Accept Community Development Committee recommendation and pass resolution R2024-57, approving and authorizing the lease agreement with the Warren Tavern Illinois Preservationists NFP for use of the Warren Tavern building

F. Accept Community Development Committee recommendation and pass resolution R2024-58, approving a contract with Bravo Services, Inc. for janitorial services at City municipal facilities for a three-year term at an annual rate of $72,360

G. Accept Community Development Committee recommendation and pass resolution R2024-59, approving a contract with Orbis Solutions, Inc. for a keyless entry system for City buildings in the amount of $77,039.63

H. Accept Community Development Committee recommendation and pass resolution R2024-60, authorizing the City Administrator to execute the Highway Authority Agreement with the IEPA for Warrenville Road

I. Accept Community Development Committee recommendation and pass resolution R2024-61, authorizing staff to apply for the ITEP grant and pledging to provide the City funds necessary for the local share for the Route 59 Multi-Use Paths project

J. Accept staff recommendation and pass resolution R2024-62, approving the lease of nine fleet vehicles and the procurement of upfitting services and equipment through the Enterprise Fleet Management Program

K. Accept staff recommendation and pass Resolution R2024-63, supporting the City of Warrenville’s application for DuPage County Community Development Block Grant Program

L. Accept Community Development Committee recommendation and direct staff to revise the Community Development FY 2025 Workplan to remove the Rental Registration and Crime Free Housing Programs

M. Accept staff recommendation and approve waiver of raffle license fees for Illinois Nurses Foundation and the West Suburban Humane Society for Calendar Year 2024, and direct staff to include both on the list of organizations eligible for Waiver of Raffle License Fees presented annually

N. Accept Mayor Brummel’s recommendation and appoint Alex Griffin to the Bicyclist and Pedestrian Advisory Commission for a term expiring April 30, 2027

O. Receive and file minutes of the Environmental Advisory Commission meeting held on July 17, 2024

P. Receive and file Wire Transfers Report for August 31, 2024

Q. Receive and file report of invoices paid up to September 11, 2024, in the amount of $19,631.72

R. Authorize expenditures for invoices due on or before October 7, 2024, in the amount of $221,596.03

S. Receive and file report of Chase commercial Card expenditures for the month of August 2024, in the amount of $24,018.22

Alderman Weidner made a motion, seconded by Alderman Kruckenberg, to approve the Consent Agenda items as read.

Nay: None MOTION ADOPTED

X. CLOSED SESSION

Alderman Barry made a motion, seconded by Alderman Wilkie, to enter into Closed Session at 7:19 p.m. to discuss the following:

• 5 ILCS 120/2 (c) (11) Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent.

• 5 ILCS 120/2 (c) (5) The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired.

ROLL CALL VOTE:

Aye: Aldermen: Kruckenberg, Davolos, Barry, Wilkie, Augustynowicz, Lockett, Weidner, and Aschauer

Nay: None MOTION ADOPTED

The Council returned to open session at 7:30 p.m. No action was taken during Closed Session.

Alderman Weidner made a motion, seconded by Alderman Davolos to adjourn.
