Two individuals have been charged with theft from retail stores in DuPage County, Illinois, in separate incidents over the past weekend. The announcement was made by DuPage County State’s Attorney Robert Berlin, Wheaton Deputy Chief of Police Ryan Conway, and Oak Brook Chief of Police Brian Strockis.
Jennifer Adams, 31, from Chicago, and Victor Hugo Diaz Castillo, 42, a Venezuelan migrant residing in Chicago, appeared in court facing charges of burglary and retail theft. Adams also faces an additional charge of contributing to the delinquency of a minor. Both were released pre-trial as their charges are non-detainable under the dangerousness standard.
Adams is accused of stealing more than $300 worth of fragrances from an Ulta Beauty store in Wheaton on December 12, 2023. It is alleged that she involved her two minor children in the act. An arrest warrant was issued for Adams following an investigation by the Wheaton Police Department, leading to her arrest on April 12, 2024.
Diaz Castillo allegedly stole over $300 worth of clothing from Macy’s department store in Oak Brook on April 13, 2024. He was arrested outside the store by Oak Brook police officers.
Berlin emphasized the seriousness of retail theft: “The message DuPage County law enforcement is sending to would-be thieves is simple: if you come to DuPage County to steal, you will be arrested, charged and prosecuted.” He highlighted concerns about Adams' case involving her children and commended local police departments for their efforts.
Conway praised his department's dedication: “We pursue any criminal intent within our city with unwavering dedication.” He acknowledged cooperation with other agencies and thanked State’s Attorney Bob Berlin for support.
Strockis noted Diaz Castillo's prior arrest for retail theft just a day before this incident: “He clearly has demonstrated that he is not good at stealing.” He expressed gratitude for effective policing efforts in maintaining safety.
Adams’ arraignment is set for May 6, 2024, while Diaz Castillo's arraignment is scheduled for May 13, 2024. Authorities remind the public that charges are not proof of guilt; both defendants are presumed innocent until proven guilty beyond a reasonable doubt.
