City of Warrenville City Council met July 1

Here are the minutes provided by the council:

I. OPENING CEREMONIES

A. Call to Order

Mayor Brummel called the meeting to order at 7:00 p.m.

B. Roll Call

Present: Mayor David Brummel and Aldermen: J.P. Augustynowicz, Clare

Barry, Kathy Davolos, Craig Kruckenberg, John Lockett, Bill Weidner and Judy Wilkie

Absent: Alderman Stu Aschauer

Also Present: City Attorney Brooke Lenneman, City Administrator Cristina White, Public Works Director Phil Kuchler, Community and Economic Development Director Amy Emery, Finance Director Kevin Dahlstrand, Police Chief Sam Bonilla, City Treasurer Maury Goodman and City Clerk Julie Clark

Absent: Assistant City Administrator Alma Morgan

D. Pledge of Allegiance

Mayor Brummel led the Pledge of Allegiance.

II. CITIZENS COMMENTS

Bob Siebert, Albright Court, brought in random tax bills for comparison to question hidden property taxes.

Craig Votava, Haylett Avenue, addressed the poor internet access in Warrenville. He would like to see the fiber internet service here in Warrenville.

III. OFFICIALS AND STAFF COMMENTS

A. Mayor

Mayor Brummel stated, for the Special Census to be successful, everyone must participate. Census workers are going door to door at this time, please answer the door and participate. He also reminded the public of the Independence Day Parade on July 3 and continued festivities on July 4. Plan to attend.

B. Clerk

C. Treasurer

No report

D. Aldermen

Alderman Davolos stated that the parade starts at 6:00 p.m. and that Fermi Lab is open to visitors who just need to present a Real ID or a passport to get in.

E. City Administrator

T-shirts have been handed out and all elected officials are invited to walk in the parade on July 3 to get the word out about the Special Census.

F. City Attorney

No report

IV. APPROVAL OF AGENDA

Alderman Weidner made a motion, seconded by Alderman Kruckenberg to approve the agenda for the July 1, 2024, City Council regular meeting.

V. APPROVAL OF MINUTES

Alderman Weidner made a motion, seconded by Alderman Davolos to approve the following meeting minutes:

• Minutes of the June 17, 2024, City Council regular meeting;

• Minutes of the June 17, 2024, City Council Closed Session

MOTION ADOPTED VIA VOICE VOTE

VI. CONSENT AGENDA – OMNIBUS VOTE

A. Accept staff recommendation, waive second reading, and pass ordinance O2024-30, approving a plat of easement for Northwestern Memorial Cancer Center

B. Accept staff recommendation and pass resolution R2024-42, approving a five-year collective bargaining agreement with IBEW Local Union 701

C. Receive and file minutes of the Tourism and Arts Commission meetings held on April 11 and May 11, 2024

D. Receive and file minutes of the Bicyclist and Pedestrian Advisory Commission meeting held on May 14, 2024

E. Receive and file minutes of the Inclusion, Diversity, Equity, and Awareness Commission meeting held on May 21, 2024

F. Receive and file minutes of the Environmental Advisory Commission meeting held on May 21, 2024

G. Receive and file report of invoices paid up to June 26, 2024, in the amount of $182,045.51

H. Authorize expenditures for invoices due on or before July 15, 2024, in the amount of $905,056.72

Alderman Weidner made a motion, seconded by Alderman Lockett, to approve the Consent Agenda items as read.

Aye: Aldermen: Lockett, Wilkie, Davolos, Weidner, Kruckenberg, Barry and

Augustynowicz

Nay: None MOTION ADOPTED

X. CLOSED SESSION

Alderman Barry made a motion, seconded by Alderman Lockett, to enter into Closed Session at 7:20 p.m. to discuss the following:

● 5 ILCS 120/2 (c) (1) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.

● 5 ILCS 120/2 (c) (6) The setting of a price for sale or lease of property owned by the public body.

ROLL CALL VOTE:

Aye: Aldermen: Weidner, Lockett, Barry, Davolos, Wilkie, Augustynowicz and Kruckenberg

Nay: None MOTION ADOPTED

The Council returned to Open Session at 7:32 p.m. No action was taken during Closed Session.

XI. ADJOURN

Alderman Lockett made a motion, seconded by Alderman Augustynowicz to adjourn.

MOTION ADOPTED VIA VOICE VOTE

The regular Council meeting adjourned at 7:32 p.m.
