City of Elmhurst Development, Planning, & Zoning Committee met June 24

Here are the minutes provided by the committee:

1. Call to Order

Chair Deuter called the meeting to order at 7:00 p.m.

2. Roll Call

Present: Deuter, Park, Veremis (joined via phone)

Absent: None

Staff Present: Baugh, Franz, Gal, Johnson (part)

Elected Officials: None

3. Receipt of Written Communications

Items received were posted to Board docs. An additional item was sent over the weekend and was posted during the meeting.

4. Public Comments

Jim Schuetz commented on Case 24 P 05 and on historic preservation.

5. Business Before the Committee

A. Development, Planning & Zoning Committee Meeting Minutes June 10, 2024

Alderman Park made a motion to approve the minutes of the DP&Z Committee on June 10, 2024.  Alderman Veremis seconded. Voice Vote. Motion passed.

B. Case 24 ZBA 05 - Pruyn Side Yard Setback Variation 370 N Addison

CP Franz summarized the request for a side yard setback variation to reconstruct a detached garage. CP Franz noted that the Zoning & Planning Commission recommended unanimously for approval. Alderman Park made a motion to approve a side yard setback variation from 5 feet to 0.67 feet. Alderman Veremis seconded. Voice Vote. Motion passed.

C. Case 24 P 08 Honda on Grand Conditional Use for Preliminary and Final Planned Unit Development with Site Development Allowances and Conditional Use for Pylon Sign - 300 W. Grand

ACP Gal summarized the requests. Alderman Veremis asked about the proposed wall signage and whether approval of the site development allowance was associated with Phase 1 or Phase 2. ACP Gal confirmed that the signage is associated with Phase 2 of the project. CP Franz added that the signage is a component of the new façade.

Alderman Park made a motion to approve the following requests in Case 24 P 08: Conditional Use Permit for a Preliminary and Final Planned Unit Development for service bay and parts additions; Conditional Use Permit for a Preliminary Planned Unit Development for indoor vehicle delivery addition, new front façade, and new signage; one site development allowance to allow the installation of wall signage from ceiling of building overhang; and Conditional Use Permit for Pylon sign at the property commonly known as 300 W. Grand Avenue, Elmhurst, Illinois. Alderman Veremis seconded. Voice Vote. Motion passed.  

D. Case 24 P 05 Map 292 S. Arlington Map Amendment and Plat of Subdivision (Consolidation) Parrilli

Chair Deuter stated that this case had brought forward several policy issues for additional consideration and appreciated all the public input received. At the last meeting, the Committee concluded that they supported the Commission’s report and that they could not justify a policy change midway through this case. Chair Deuter thanked the audience for remaining engaged through this process.

Alderman Park made a motion in support of the draft report recommending approval of the requests in Case 24 P 05 for a map amendment from the R1 District to RE District for PIN 06-01-319-007 and Plat of Subdivision (consolidation of PIN’s 06-01-319-006 and 06-01-319-007) at the property commonly known as 292 S. Arlington Avenue. Alderman Veremis seconded.

Alderman Park appreciated the additional written comments providing context on what other map amendments have occurred. Alderman Park continued that this property hasn’t been designated as a local landmark and therefore the property owner can choose to demolish. Alderman Park hoped that this case helps build awareness in historic preservation and asked the steps to establish a historic district like in Hinsdale.

CP Franz stated that the Municipal Code would need to be updated to include criteria to establishing a historic district as there currently is not a process in place.  

Alderman Veremis noted that this case raised a lot of important questions. The Committee read through all material thoroughly and appreciates all public comments. Alderman Veremis continued that we have a historic preservation ordinance in place if a homeowner wants to landmark their home.

The Committee supported the draft report including 2 recommended changes that add additional information for clarification. Alderman Park removed the original motion. Alderman Veremis removed her second on the original motion.

Alderman Park made a motion to approve the draft report with 2 changes as discussed. Alderman Veremis seconded. Voice Vote. Motion passed.   

6. Other Business

CP Franz stated that the next meeting will be on July 8, 2024 and that there will be no zoning cases but the Committee can continue to review the redlined draft.

Chair Deuter summarized the joint meeting with the DPZ Committee and Zoning & Planning Commission last week to review the redlined draft. Chair Deuter noted that DPZ will continue to work through their circle backs before the final draft is prepared. Following input from both DPZ and Z&P, a new draft will be prepared and will serve as the basis for the public hearing. Chair Deuter stated that anyone who is interested in the zoning ordinance update can still participate and provide public input.  

Alderman Veremis asked whether the reports out of this meeting will be on the July 1st City Council meeting. Chair Deuter stated that they will unless there is not a quorum. The Committee asked whether there was an update on the objection that was filed on the 292 S. Arlington case. CP Franz stated that the City is waiting on additional ownership information to confirm that the written protest is valid. If valid, then approval of the ordinance will require a favorable vote of two-thirds of the City Council.

7. Adjournment

Alderman Park made a motion to adjourn at 7:31 p.m.  Alderman Veremis seconded. Voice Vote. Motion passed.
