City of Elmhurst Public Works & Buildings Committee met June 24

Here are the minutes provided by the committee:

1. Call to Order:

Ald. Bastedo called the meeting to order at 7:00p.m.

2. Roll Call – Attendance: -

Present: Committee Members

Ald. Bastedo

Ald. Cahill (arrived at 7:48pm)

Ald. Bram

Ald. Sienko

Absent: None

Quorum Present: 4 present - (quorum)

Also in attendance: Public Works Director Balicki

City Engineer Sianis

Public Present: 0 residents

3. Public Comments: None

4. Receipt of Written Communications:  None

5. Business Before the Committee:

A. Minutes of the June 10, 2024, Public Works & Building Committee:

Ald. Sienko motioned to approve the June 10, 2024, Minutes of the Public Works & Building Committee; Ald. Bram seconded. Voice vote. Motion carried 3-0 (Bastedo, Bram, Sienko). Minutes approved. 

B. Glade Avenue Sidewalk SSA Results:

City Engineer Sianis presented the agenda item. Committee asked Staff to provide estimates for Glade, and inquired if engineering costs were included. The Committee requested staff provide updated language to the resident letter which clears up what is/isn’t included, and add a statement regarding the project cost being a Staff estimate based on industry standards.

C. Referral - New Sidewalk Policy Review:

Public Works Director Balicki presented the agenda item. The Committee requested staff add language to the policy requiring sidewalks between long blocks be paid for by the city at the time of the addition of new sidewalk along the “long blocks” to create connections surrounding the block  Vote at 7/8/24 Committee meeting.

D. Referral – City-Wide Cost-Sharing Programs:

City Engineer Sianis presented the agenda item.  The Committee discussed only the cost sharing programs which have cost caps and asked for information from surrounding communities as it relates to similar cost sharing programs, for staff to review current City program names, and provide a review of what was budgeted vs. what was spent.

• Grant Funding Update:

• Public Work Director Balicki provided an overview of the City’s grant revenue from 2021 to present including grant funding secured for future projects.

Meeting adjourned at 8:51p.m.
